Tuition

Regular tuition for this program is $995 with a group rate of $895 each for two or more registrants from the same firm. For government employees, we offer a special rate of $795. For students and people in their job for less than a year, our rate is $497.50. All rates include admission to all seminar sessions, food and beverages at breaks, and all course materials. Make checks payable to Law Seminars International.

Cancellation & Substitution

You may substitute another person at any time. We will refund tuition, less a $50 cancellation fee, if we receive your cancellation by 5:00 p.m. on Friday, April 11, 2008. After that time, we will credit your tuition toward attendance at another program or the purchase of a Homestudy. There is a $25 cancellation fee for Course Materials orders and $50 for Homestudy orders.

Continuing Education Credits

This program qualifies for 13 WA CLE credits. Upon request, we will apply for CLE credits in other states and other types of credits.

Faculty Bios

Arthur A. Butler, Program Co-Chair, shareholder at Ater Wynne LLP, focuses on telecommunications issues, emphasizing regulatory, transactional and business advice, including administrative and judicial litigation, telecommunications contract negotiation and dispute resolution, and strategic planning on policy and business issues.

Brooks E. Harlow, Program Co-Chair, partner at Miller Nash LLP, focuses on telecommunications, electric energy and other utility matters including antitrust, breach of warranty, contracts, finance and secured transactions, franchise issues, intercarrier disputes and general business advice to start-up companies in the telecommunications and electric energy industries.

Rebecca Arbogast, Principal at Stifel, Nicolaus & Co., Inc., advises institutional investors on legal issues affecting the communications industries, including spectrum, intellectual property and antitrust. Previously she was Chief of the International Bureau Telecommunications Division at the FCC.

The Hon. Ray Baum, Commissioner of the Oregon Public Utilities Commission, is a member of NARUC Board of Directors, NARUC Telecommunications Committee, NARUC Task Force on Telecommunications Act Rewrite and NARUC Washington Action Committee.

Colleen Boothby, partner at Levine, Blaszak, Block & Boothby, advises enterprise customers and technology providers on regulatory, business and litigation involving IT and communications products and services. Previously she was in various senior positions with the FCC.

Paul Boyer, Director of Legal Affairs of Broadband Services at T-Mobile USA, is responsible for all legal aspects of T-Mobile's broadband business. Previously he was Director of International Alliances at MCI.

Daniel L. Brenner is Senior Vice President for Law & Regulatory Policy at the National Cable & Telecommunications Association. Previously he was senior legal advisor to FCC Chairman Mark Fowler.

Bruce R. Byrd, Vice President and General Counsel for AT&T Inc., chief legal advisor to the company's federal lobbyists and chief strategist for its IP and video initiatives, was SBC's General Attorney for Network and Broadband Operations.

Simon J. ffitch, Section Chief and Assistant Attorney General in the Public Counsel Section of the Washington State Office of the Attorney General, was Legal Policy Advisor and Administrative Law Judge at Washington Utilities and Transportation Commission.

Scott Forbes, Ph.D., Director of Technology Ventures at General Electric, focuses on technology investments and IP licensing, particularly in telecommunications, consumer electronics, and biotechnology and is an inventor on more than thirty patents.

Christopher J. Harvie, partner at Mintz Levin Cohn Ferris Glovsky and Popeo PC in the Communications and Federal Sections, focuses on legal, policy and legislative issues affecting cable companies, content providers and distributors, and the media and communications business.

William P. Hunt, Vice President for Public Policy at Level 3 Communications, Inc., is responsible for regulatory affairs in North America and Europe. Previously he was at MCI Communications Corporation.

C. Douglas Jarrett, partner at Keller and Heckman LLP, specializes in telecommunications law, policy and procurement matters and represents companies and associations before the FCC and state agencies.

Frank G. Lamancusa, of counsel in the Telecommunications, Media and Technology group of Bingham McCutchen LLP, represents communication clients in enforcement, litigation, and alternative dispute resolution-related matters.

Gerard L. Lederer, of counsel at Miller & Van Eaton PLLC, is an advocate for the rights of public and private property owners regarding law and policy arising from federal and state communications legislation and regulation. He focuses on marketplace solutions for integration of technology into commercial real estate.

Ellen S. Martin, Vice President of State External Affairs at EMBARQ, the largest independent local exchange carrier in the U.S. She is responsible for directing regulatory, legislative, governmental and public affairs initiatives in EMBARQ's 18 states.

Brad E. Mutschelknaus, founding partner of the Telecommunications Practice Group at Kelley Drye & Warren LLP, represents telecommunications service providers in regulatory matters and carriers in interconnection negotiations, disputes and litigation and arbitration.

Jack Nadler, partner at Squire Sanders & Dempsey LLP, focuses on local telecommunications competition, international telecommunication liberalization, broadband deployment and growth of the Internet.

Melissa Newman, Vice President of Regulatory Affairs at Qwest, is responsible for developing, implementing and coordinating the company's advocacy at the FCC. Previously she was Deputy Division Chief of Policy Division in the Common Carrier Bureau of the FCC.

Dana Shaffer is Chief of the Wireline Competition Bureau at the Federal Communications Commission.
