Why Attend

The Chesapeake Bay Critical Area laws and the interplay between Chesapeake Bay Critical Area Commission and local governments, recently have become the subject of much public attention and debate in Maryland. These laws are likely to be revisited during the General Assembly's 2008 session and significant changes could be decided by April.

The natural resources that make Maryland waterfront parcels so attractive to landowners and developers impose a host of regulatory constraints on development of the property. Is the property in a tidal or non-tidal floodplain? Does the property include any wetlands? How close to the bald eagle's nest can one build? The historical industrial use of much of Baltimore's waterfront adds a further layer of complexity to the potential redevelopment of the property. The regulatory climate is complicated with overlapping local, state and federal requirements, and there are more changes on the horizon.

Attend this workshop to learn from leading experts about the recent developments in the Critical Area laws and other regulatory changes impacting shoreline development, the ins and outs of obtaining Army Corps and state permits, the city planning process and the Maryland Brownfields Programs, complying with the Endangered Species Act and more.

Tuition

Regular tuition for this program is $595 with a group rate of $520 each for two or more registrants from the same firm. For government employees, we offer a special rate of $445. For students and people in their job for less than a year, our rate is $297.50. All rates include admission to all seminar sessions, food and beverages at breaks, and all course materials. Make checks payable to Law Seminars International.

Cancellation & Substitution

You may substitute another person at any time. We will refund tuition, less a $50 cancellation fee, if we receive your cancellation by 5:00 p.m. on Friday, June 13, 2008. After that time, we will credit your tuition toward attendance at another program or the purchase of a Homestudy. There is a $25 cancellation fee for Course Materials orders and $50 for Homestudy orders.

Continuing Education Credits

This program qualifies for 7 VA CLE credits. Upon request, we will apply for CLE credits in other states and other types of credits.

Faculty Bios

Michael C. Powell, Program Co-Chair, is member and chair of the Environmental and Energy Law Practice Group at Gordon Feinblatt Rothman Hoffberger & Hollander, LLC. Previously he was Principal Counsel to the Maryland Department of the Environment. He was listed in "The Best Lawyers in America" and named a "Maryland Super Lawyer".

Denise A. Sullivan, Program Co-Chair, is Principal of Urban Green Environmental, LLC and an environmental engineer. She focuses on site assessment, hazardous waste investigation and remedial engineering feasibility, cost estimation, design and action and works with developers, insurance companies, government DOT and DOD agencies and state and local municipalities.

Margaret Witherup Tindall, Program Co-Chair, a member at Gordon Feinblatt Rothman Hoffberger & Hollander, LLC's Environmental and Energy and Litigation Practice Groups, focuses on environmental law and general business litigation and previously was an Assistant Attorney General for the Maryland Port Administration.

Margaret McHale, Special Address, is Chair of the Critical Area Commission for the Chesapeake and Atlantic Coastal Bays, a state-local partnership working on water quality, restoration, habitat preservation and accommodation of growth. She focuses on land use along environmentally sensitive shorelines of the bays and tidal tributaries of the area.

John B. Gontrum, partner at Whiteford Taylor Preston LLP in their Land Use Group, focuses on zoning and development approval for industrial and commercial development and residential subdivisions including waterfront developments. He was named a "Maryland Super Lawyer".

Vance Hobbs, Chief of Maryland Section Northern in the Regulatory Branch of the U.S. Army Corps of Engineers, supervises project managers that evaluate projects under, and provide enforcement of Section 404 of the Clean Water Act, and Section 10 of the Rivers and Harbors Act. The area of review includes Maryland's Appalachian Mountains, Piedmont and Atlantic Coastal Plain.

James Hulbert, Director of Brownfields Redevelopment at EA Engineering, Science, and Technology, Inc., is experienced in performing and managing all aspects of environmental evaluation for real estate transactions and development, including natural resource permitting.

William McAllister, Jr., principal with Miles & Stockbridge P.C., focuses on commercial and business litigation, real estate transactions and land use, and development and zoning. He works with state and regional agencies in complex zoning and development matters.

Douglas B. McCoach III, Director of Planning with the City of Baltimore, coordinates Baltimore's Comprehensive Plan and Transform Baltimore and the effort to revamp Baltimore City's zoning code. He oversees Baltimore's Capital Budget.

Gary Setzer is Program Manager of Wetlands and Waterways at the Maryland Department of the Environment (MDE).

Patrick Turner, President of Turner Development Group, specializes in solving architectural and planning issues for difficult and unusual urban projects. He is on the President's Advisory Council of the Greater Baltimore Committee.

Luke Wisniewski, Community Redevelopment Coordinator of the Land Restoration Program in the Waste Management Adminstration of Maryland Department of the Environment, focuses on bringing properties into and through MDE's Voluntary Cleanup Program.
