Faculty Bios

Mark Larsen, Program Co-Chair, is a Senior Scientist and Project Manager with Anchor Environmental, L.L.C. specializing in the redevelopment of contaminated properties. He has managed waterfront and urban Brownfields redevelopment projects on the west coast. He assists in identifying and quantifying environmental liabilities and in developing strategies to manage those liabilities in the context of property transfers and redevelopment projects.

Charles R. Wolfe, M.R.P., Program Co-Chair, opened his own law offices in 2005 after a career at larger law firms. He focuses on redevelopment and Brownfields issues and related due diligence, permitting, negotiation and administrative advocacy and has worked on several of the region's most prominent Brownfields sites. He has been named a "Washington Law and Politics" Super Lawyer.

Gary N. Ackerman, a member of Foster Pepper PLLC, focuses his real estate practice in condominium and community association law. He represents developers and owner associations of condominium projects, including new construction, conversions, residential, mixed-use, air-space, commercial and governmental projects.

Donnie Belk, Senior Development Manager, Essex Property Trust, Inc., is responsible for the acquisition and development of new multi-family projects in Seattle and Portland. Previously, he was with Barclays North, Inc., after spending two years as their Land Development Project Manager.

Edward M. Belsky, CPCU, ARM, is Senior Vice President at Marsh Inc. and a senior member of the Seattle Client Executive Practice as well as the Environmental Practice Leader for the Pacific Northwest Zone of Marsh. He works with clients involved in a variety of industries to design practical, cost-effective, and innovative risk transfer and financial funding programs.

Rodney L. Brown, Jr., founder and partner of Cascadia Law Group PLLC, specializes in environmental law. He has worked on environmental cases in the Northwest, including most of the region's Superfund cleanups, the permitting of major industrial and municipal facilities and the development of large-scale Brownfield properties. He was the principal author of Washington's Model Toxics Control Act and is listed in Best Lawyers in America.

Michael N. Feldcamp is a Senior Legal and Policy Analyst for the Toxics Cleanup Program at the Washington State Department of Ecology, responsible for implementing the Model Toxics Control Act.

Sally L. Fisher, Associate Environmental Scientist at GeoEngineers, has experience working in environmental and construction-related consultation, specializing in port and waterfront work. Recent redevelopment projects include the Esplanade mixed-use project located on a contaminated site adjacent to Thea Foss Waterway in Tacoma, Washington.

John R. Funderburk III, MSPH., a Principal at Sound Environmental Strategies, focuses on environmental and real estate development feasibility issues on Brownfields sites for developers. He identifies site environmental issues, prepares cleanup approaches and plans the integration of remedial activities with site redevelopment work.

Dave Heffner PE, Senior Engineer at Aspect Consulting, focuses on technical evaluation and remediation of subsurface contamination (soil, groundwater, and soil vapor), primarily at sites in the Puget Sound region

John J. Houlihan, Jr., founder of Houlihan Law, is an environmental and real estate attorney, experienced in the varied aspects of contaminated property including acquisitions, divestitures, clean-up management and cost recovery.

Thomas M. Kilbane, member, Short Cressman & Burgess PLLC, is experienced in resolving issues associated with contaminated property where he represents parties in negotiating regulatory requirements and allocating liability for cleanup costs and natural resource damages. He has been recognized as a "Super Lawyer" in environmental law.

John A. Kilpatrick, Ph.D., MRICS, President and Managing Member, Greenfield Advisors, is a nationally certified Appraisal Standards Instructor and holds a Ph.D. in Finance. As an experts on complex valuation models, he is a sought-after public speaker and the author of four books and has published widely.

Dan Koroma, Ph.D., is the Policy and Technical Assistance Unit Manager in the Toxics Cleanup Program and also the Brownfields program coordinator at the Department of Community, Trade and Economic Development and the Washington State Department of Ecology.

Mark W. Ossola, Principal of M.W. Ossola and Associates, Inc., has award winning commercial development experience. He currently has over $135 million of development transaction under construction, including the $50 million Village at Moorpark shopping center (Moorpark, CA) and the $80 million Esplanade Waterfront Condominiums (Tacoma, WA).

Jeremy Porter, PE, Associate Engineer at Aspect Consulting focuses on remediation of contaminated sites, including mitigating vapor intrusion issues to accommodate mixed-use redevelopment of sites across Western Washington.

Gillis E. Reavis, member of Foster Pepper PLLC, focuses on environmental litigation, including hazardous waste cleanup, water quality, insurance coverage for policyholders, toxic torts and class action litigation.

J.J. Shephard III, Vice President, Pacific Real Estate Partners, is experienced in corporate/business development and finance in commercial real estate. Previously, he was CFO at CyberSafe, Inc. and was Senior Financial Analyst at McCaw Cellular/AT&T.

Michael Wearne, Vice President, Credit Administration, manages appraisal and environmental issues for Frontier Bank. Previously at Columbia Bank, he was Vice President Environmental Services managing environmental risk.
