Why Order

Marine shorelands provide some of the most sought after areas for various developments, from waterfront residences to water dependent commercial and industrial uses, to marine aquaculture. At the same time these shorelines contain ecologically valuable and sensitive habitats important to a wide variety of species, including salmon and other species listed under the Endangered Species Act. While the supply of marine areas suitable for development decreases, the regulatory processes required to develop in those areas has become increasingly complex.

Faculty Bios

Chris Cziesla, Program Co-Chair, Associate Principal at Jones & Stokes Associates, Inc., is a marine biologist specializing in regulatory compliance strategies. He has managed projects and conducted research on waterfront modifications, dredging impacts, shellfish ecology and aquaculture, estuarine circulation, eelgrass restoration, and tideland and salt marsh alteration and restoration. His experience includes water quality and habitat assessment and classification for marine and fresh water systems.

Samuel W. (Billy) Plauche, program co-chair and partner at GordonDerr LLP, focuses on the complex land use and environmental regulatory issues faced by both his public and private sector clients, as well as administrative and judicial litigation. Before joining GordonDerr, he was a trial attorney with the U.S. Department of Justice, Environment and Natural Resources Division, Environmental Defense Section, and was also recognized as a "Super Lawyer" by Washington Law & Politics magazine.

Patty Boyden, Director of Environmental Services at the Port of Vancouver, provides policy direction for environmental issues related to Port operations, natural resources, clean-up projects, property transfers and new development. She is on the Washington Public Ports Association's environmental committee and the Washington State Ballast Water Work Group.

Tim Brewer is the Office of Reservation Attorney for the Tulalip Tribes working on the Tulalip reservation. Previously, he practiced Indian law as an attorney for the Colville Tribes. He focuses on cultural and natural resources protection and tribal treaty rights issues.

Amanda M. Carr, land use and environmental attorney at GordonDerr LLP, counsels private and municipal clients on GMA, SMA, permit approval, and strategic planning. Previously, she was an intern for the Central Puget Sound Growth Management Hearings Board.

Shane Cherry, Principal Scientist and President of Cherry Creek Environmental, Inc., is a natural resources consultant, managing and conducting habitat mitigation, restoration and enhancement projects. He is the Natural Environment Manager for WSDOT's SR520 Bridge Replacement Project.

Bill Dewey is the Public Affairs Manager for Taylor Shellfish Farms of Shelton, Washington, and has his own shellfish farm in Samish Bay. Taylor Shellfish Farms is one of the largest U.S. producers of farmed shellfish.

Jeff Dickison, Assistant Director of Natural Resources for the Squaxin Island Tribe focuses on protection of habitat for natural resources and particularly salmon. Under his direction, the Squaxin Island Tribe's Natural Resources Department has undertaken extensive marine shoreline habitat inventories and assessments in southern Puget Sound.

Nicole Faghin, Director of Planning and Environmental Services at Reid Middleton, Inc., is project manager for master planning, environmental documentation and permitting of shoreline projects.

Craig Juckniess, Deputy District Counsel for the U.S. Army Corps of Engineers' Seattle District, provides advice on regulatory permitting and enforcement, as well as environmental law, civil works, contracting, standards of conduct, personnel law and tort claims.

Eric Laschever, principal with Stoel Rives LLP in land use, environmental and hazardous waste law, focuses on helping private and public clients secure the federal, state and local land use and environmental permits and approvals needed to implement large infrastructure, energy and other complex projects. He is named a "Super Lawyer" by Washington Law and Politics.

Denise Lietz, an associate at K&L Gates, focuses her practice on environmental, land use, natural resources and energy and utilities issues. Her practice emphasizes water quality, municipal utility authority and operation, cultural resources and land use. Previously, she has provided environmental management services to several U.S. Navy facilities.

David Palazzi, Project Lead of the Washington Department of Natural Resources, Aquatics Division, supervises the staff managing the Aquatic Reserves Program and the staff developing the Aquatics' habitat conservation plan. He is experienced in coordinating with and reviewing local aquatics planning and management of the state's commercial geoduck fishery.

Jonathon K Sitkin, partner at Chmelik Sitkin & Davis P.S., focuses on zoning and land use planning and permitting, real estate, municipal governments, and water law. He represents property owners, developers, water associations, and municipal governments.
