The pace of economic challenges to Southwestern Washington communities becomes ever more complex. Climate change, public funding limitations and changes in the manufacturing sector confuse the path forward.

As the recent cycle of Comprehensive Plan updates winds down, some plans continue to face appeal challenge as we balance local economic development and growth objectives with environmental and infrastructure constraints.

This conference brings a mid to high level of expertise to land use and regulatory issues in Southwestern Washington. It poses the questions of whether we are focusing on the right objectives to plan for current and future economies, and how the planning and regulatory frameworks can be a tool or an impediment to the efforts of communities to grow "as planned." This conference is intended not just for lawyers, but also for land owners, developers, government staff and officials and others working in, or interested in, how to negotiate the intricate and overlapping regulations that apply to almost any use of real property.

Faculty Bios

Timothy L. McMahan, Program Co-Chair, partner with Stoel Rives LLP, focuses on land use, real estate development, environmental, and municipal law and represents energy facility developers, property owners and municipal clients.

Terese (T.C.) Neu Richmond, Program Co-Chair and partner at GordonDerr LLP, represents state and local governmental agencies focusing on environmental law, land use and water law, with an emphasis on policy. Previously, she was Senior Counsel for the Washington Attorney General's Office representing the Department of Fish and Wildlife and the Department of Ecology.

Juli Wilkerson, Special Address, is the Director of the Washington State Department of Community, Trade and Economic Development (CTED) and co-chair of the Governor's Climate Advisory Team.

Erin L. Anderson, of counsel at Stoel Rives LLP in the Natural Resources and Land Use Practice Group, focuses on permitting major projects of property owners, municipal entities and developers.

Joanne Boys, Community Development Director for the City of Washougal, was previously the city planner and senior planner, who worked on the city's Downtown Revitalizatioin Plan.

David Bragdon, Metro Council's first regionally elected President, focuses on preserving natural areas, protecting water quality, community and economic prosperity and transportation imrovements.

Alan D. Copsey, Assistant Attorney General with the Washington State Office of the Attorney General, advises and represents the Washington State Department of Community, Trade and Economic Development and the Washington State Department of Agriculture.

Brent Grening is Executive Director at the Port of Ridgefield, where he focuses on the Port's operations and planning.

Stephen W. Horenstein, partner at Miller Nash and chair of the business department focuses, on real estate, land use and growth management planning, business planning and transactions and government affairs.

Eric Hovee, Principal, E. D. Hovee & Company, specializes in economic and development services. Previously, he was Economic Development Manager for the City of Vancouver.

Douglas E. Jensen concentrates on land use, administrative and municipal law. He previously represented Lewis County as its Chief Civil Deputy, during its GMA, Environmental Hearings Office and LUPA appeals.

Ronald K. Kawamoto, Associate Vice President, Norris, Beggs & Simpson Northwest Limited Partnership, is a specialist in land sales and leasing and sale of commercial property. He is chair of the Vancouver Housing Authority.

Jeff B. Kray, partner at Marten Law Group, focuses on water resources, water quality, and environmental, civil, and appellate litigation. He was previously Assistant Attorney General with the Washington AG's Office and is named a "Super Lawyer".

Glenn Lamb, a founding Board member of Columbia Land Trust, has professional experience in land conservation. The Land Trust has offices in Seaside, Oregon and Vancouver, Washington.

Eric Laschever, a principal with Stoel Rives LLP in land use, environmental and hazardous waste law, focuses on helping private and public clients secure permits and approvals needed to implement large infrastructure, energy and other complex projects. He is named a "Super Lawyer".

Molly A. Lawrence, partner at GordonDerr LLP, represents private and municipal clients on projects, including negotiating public-private development agreements, developing and implementing permitting strategies and litigating.

Kevin R. Lyon is an attorney for the Squaxin Island Indian Tribe. His practice focuses on Native American law and real property.

Bill Moore is the Stormwater Policy Lead for The Washington State Department of Ecology working on water quality and stormwater issues. For the last three years, Bill has lead the development of the new municipal stormwater permits, including the re-issuance of the phase I municipal stormwater permit, and the issuance of the Eastern and Western Washington phase II municipal stormwater permits.

Tom Osdoba, Manager, Sustainable Economic Development, City of Portland, provides leadership to Portland businesses and other organizations to foster a sustainable economy including clean energy, green building design.

Bart Phillips, Chief Executive Officer and Chief Operating Officer of the Columbia River Economic Development Council, develops and represents the regional economic development vision.

The Hon. Royce Pollard is Mayor of the City of Vancouver. After years in the U.S. Army, he retired as Commander of Vancouver Barracks in 1988 and began his political career as a City of Vancouver Councilmember.

Timothy P. Priest is CEO of Greenlight Greater Portland a primarily private sector group devoted to promoting the economic vitality of the greater Portland-Vancouver metropolitan area.

Matt Ransom, AICP, Transportation Planning Manager for the City of Vancouver, WA., oversees the strategic planning and funding for the City's multi-modal transportation systems. He is also on Washington Governor Gregoire's Commute Trip Reduction Board.

Steve Sego of Habitat Bank, LLC focuses on public policy, land use and public affairs consulting for corporate and political clients, with a focus on land use and utilities/energy issues.

Martin Snell, AICP, Director, Clark County Community Planning, is charged with developing and administering the County's comprehensive plan; implementing key growth management ordinances; and overseeing other related planning activities. Reporting to the County Administrator, he works closely with the Board of Clark County Commissioners and the Planning Commission on land use and planning issues for one of the country's fastest growing counties.

The Hon. Steve Stuart, Commissioner, Board of Clark County Commissioners (District 3), was appointed as a county commissioner in December 2004. Prior to that, he worked as the Executive Director of a local wetlands conservation bank and Friends of Clark County.

Tim Trohimovich is Planning Director for Futurewise, a citizen's group that promotes healthy communities and cities while protecting working farms and forests for this and future generations.

John Tyler is an Environmental Policy Analyst for the Clark County Endangered Species Act Program.

Renee Worme, Sustainability Manager at Gerding Edlen Development, is responsible for LEED budgeting and overall LEED certification management, securing financial incentives, sustainability marketing; educational outreach and green building policy advocacy.
