Faculty Bios

Shari B. Libicki, Ph.D., Program Co-Chair and Global Air Quality Practice Area Leader at ENVIRON Holdings, Inc., specializes in air quality and greenhouse gas management, including, air pathway risk assessment, air quality compliance and permitting negotiations, and the development of greenhouse gas management strategies. She is experienced in using chemical engineering models to estimate greenhouse gas and chemical emissions from processes, assists in compliance and permitting negotiations and advises industries on compliance with emerging greenhouse gas regulations, including California's AB 32.

Rick R. Rothman, Program Co-Chair, chairs the Environmental Practice Group at Bingham McCutchen LLP, and is experienced in state and federal reporting, variances, warning requirements, enforcement actions, due diligence reviews, permitting and appeals. He has been recognized for Environmental Litigation by The Legal 500 - U.S. and as a "Southern California Super Lawyer" in Environmental Law by Los Angeles magazine.

James R. Ryden is Chief of the California Air Resources Board's Enforcement Division. Previously he was a prosecutor and an administrative law judge.

Glenn Adamick is Vice President of Planning for The Newhall Land and Farming Company. Previously he was an associate planner for the City of Santa Clarita.

Elaine Chang, DrPh., Deputy Executive Officer of Planning, Rule Development and Area Sources at the South Coast Air Quality Management District, is experienced in air pollution control, alternative energy technologies and health risk assessment.

Jonathan Evans is a Staff Attorney for the Center for Biological Diversity within the Climate Air and Energy and Urban Wildlands Programs. He is currently litigating several cases involving challenges to environmental review under the California Environmental Quality Act for failing to analyze global warming and greenhouse gas emissions.

James I. Ham, principal and founder of James Ham Legal, represents clients in litigation, regulatory and legal ethics matters. He assists law firm management and lawyers with ethical and legal professional responsibility compliance obligations and assists a Native American Indian tribe in emissions trading credits and project development negotiations at the Public Utilities Commission.
