Why Order

For nearly 30 years, Alaska's North Slope and the Kenai Peninsula area have been significant sources of energy export. In that same period, energy loads in Alaska have grown significantly. Due to the dispersed nature of Alaska's loads, the state has truly been an innovator in distributed generation.

Alaska is at several crossroads. Should it begin the importation of LNG to serve the railbelt utilities, or should some of the North Slope gas be used to serve some of the railbelt, enhancing the area's ability to export LNG? What will the impact of new gas storage projects be on the deliverabiltiy problems in the Cook Inlet? In the face of historically high natural gas prices, will the producers of Canadian pipelines be able to build the Alaska portion of the Alaska Natural Gas Transportation System, or some variation of that system envisioned by the United States and Canada nearly 30 years ago? And will the development of coal gasification and other techniques reduce the environmental effects of burning coal and encourage more coal-field development in Alaska?

This conference will address these and other questions facing Alaska, and by extension, the portions of the United States that might look for Alaska to help meet the growing domestic demand for energy.

Faculty Bios

Michael C. Dotten, Program Co-Chair, is a shareholder and Co-Chair of Heller Ehrman LLP's Energy Practice Group, who arbitrates and mediates energy disputes. He was General Counsel and Assistant Secretary to PG & E Gas Transmission, Northwest Corporation, and was principal rate attorney for BPA.

A. William Saupe, Program Co-Chair, of Ashburn & Mason PC, represents various telephone, gas, electric and other public utilities, non-profit salmon hatcheries and other closely-held corporations and partnerships. His practice also includes general civil litigation, including appellate work at the Supreme Court and Superior Court levels.

Mike Barry, Chairman of the Board of Alaska Industrial Development and Export Authority (AIDEA) concentrates on property management and development n Alaska. Previously he was the owner's representative of the Dimond Center, Alaska's largest retail multi-use commercial complex in property management and development in Anchorage.

Dan E. Dickinson, CPA, has spent most of the year working with the Alaska Department of Revenue on revitalizing sources of state oil and gas revenues. Previously he was the Director of Tax for the State of Alaska, and in private practice. He was a consultant and expert witness in a number of oil and gas royalty and tax cases both here and in the lower 48.

Harold Heinze, CEO of the State of Alaska's Natural Gas Development Authority (ANGDA), leads the planning, engineering, and development of Alaska's North Slope natural gas lateral pipeline(s). Previously he was appointed Commissioner of Natural Resources by Governor Walter Hickel.

Anthony Izzo, Independent Consultant, former CEO of ENSTAR Natural Gas Company, has worked in the Natural Gas, Distribution and Transmission Industry, and is on several Boards including The Anchorage Chamber of Commerce.

James F. Johnson is the Vice President of Pipeline Operations for Alyeska Pipeline Service Company.

The Hon. Mark K. Johnson, appointed to the Regulatory Commission of Alaska, was an attorney and analyst for United Utilities, Inc., a telecommunications provider for Western Alaska. He also worked for the Municipality of Anchorage, as Executive Assistant to the mayor, and for the Alaska Legislature.

Timothy Johnson, Project Manager, Blue Sky Project, Agrium Inc. Kenai Nitrogen Operations, has been with Kenai Nitrogen Operations for the past thirteen years serving in a variety of positions. Prior to assuming the position of Project Manager he was the Technical Support Superintendent.

Kate Lamal is the Vice President of Power Supply at Golden Valley Electric Association, which includes Golden Valley's SCADA system (the dispatch center) and all of their generating facilities in Fairbanks, North Pole and Healy. She is involved in formulating Golden Valley's future in the areas of increased reliability, alternative energy, alternative fuel, fuel efficiency and green power.

Karol Lyn Newman, Morgan Lewis & Bockius LLP, is a partner in the firm's Energy Group representing major energy companies. She is recognized as a leading gas lawyer in Chambers USA: America's Leading Lawyers for Business (2004 - 2006) and in the Best Lawyers in America (2006 & 2007).

Christopher W. Rose is Executive Director of Renewable Energy Alaska Project (REAP), an organization he founded in 2004. With a background in environmental and natural resources law, he writes a monthly opinion column also for the Anchorage Daily News. His private practice included representation of Native Alaskans and mediation of a variety of disputes in the state.

Ethan G. Schutt, General Counsel, Cook Inlet Region Inc., is the chief legal representative for the organization. Previously, he was general counsel for Tanana Chiefs Conference.

Phil Steyer, Manager of Government and External Affairs at Chugach Electric Association, Inc., is responsible for government relations at the federal, state, local and neighborhood levels.

Craig J. Tillery, Deputy Attorney General, Civil Division, Alaska Department of Law, began his career with the Department working on oil and gas tax and royalty issues. Previously he was Chief of the Litigation Section, now the Environmental Section, formed to handle the Exxon Valdez grounding.

Joseph Usibelli, Jr, is President of Usibelli Coal Mine (UCM), Inc., located in Healy, AK. He held multiple positions throughout the company while pursuing his education. He is a member of the National Mining Association Board of Directors and is Vice-Chair of the University of Alaska Board of Regents.
