The Clean Water Act is the cornerstone of surface water quality protection and continues to establish the basic framework for regulatory discharges of pollutants to U.S. waters. Ever changing, the Clean Water Act regulatory requirements associated with NPDES permits, wetlands, spill reporting and other critical aspects of overall water quality management are complex. These issues affect all stakeholders engaged in complying with federal and state mandates. Tuition
Regular tuition for this program is $595 with a group rate of $520 each for two or more registrants from the same firm. For government employees, we offer a special rate of $445. For students and people in their job for less than a year, our rate is $297.50. All rates include admission to all seminar sessions, food and beverages at breaks, and all course materials. Make checks payable to Law Seminars International.
Cancellation & Substitution
You may substitute another person at any time. We will refund tuition, less a $50 cancellation fee, if we receive your cancellation by 5:00 p.m. on Thursday, September 7, 2006. After that time, we will credit your tuition toward attendance at another program or the purchase of a homestudy. There is a $25 cancellation fee for Course Materials orders and $50 for Homestudy orders.
Continuing Education Credits
We will apply for Illinois MCLE credit as soon as the Bar is ready to accept applications. Upon request, we will apply for CLE credits in other states and other types of credits.

If You Cannot Attend
Our complete Homestudy Course, consisting of a VHS or DVD recording and the written course materials, is available for $605. The written course materials alone are available for $100. We will ship your homestudy order via UPS ground within two weeks after the seminar or the date we receive payment (whichever is later).

Faculty Bios
Susan M. Franzetti, Program Co-Chair, of Franzetti Law Firm P.C., has twenty years of experience in Clean Water Act matters. She has been extensively involved in the negotiation and appeal of NPDES permits and has defended numerous enforcement actions brought under the Clean Water Act. She is the author of "Water Pollution" in the IICLE publication "Environmental Law in Illinois." She has been chosen as an Illinois Super Lawyer, Leader in Environmental Law in Chambers & Partners USA , Who's Who of Environmental Lawyers, and the Illinois Leading Lawyers Network.
E. Lynn Grayson, Program Co-Chair, is a partner at Jenner & Block LLP in the Environmental, Energy and Natural Resources Law and Defense & Aerospace Practices. She manages complex CERCLA and RCRA matters, performs environmental due diligence for real estate and corporate transactions and defends against natural resource damage claims. She served as a special liaison from the ABA Standing Committee on Environmental Law to the U.S. Department of Defense and has been recognized by Chambers USA, The Best Lawyers in America and the Leading Lawyers Network.

Fredric P. Andes, Leader of the Water Team at Barnes & Thornburg LLP, is involved in counseling and litigation issues, with an emphasis on Clean Water Act matters. He was selected by the EPA to serve on the Federal Advisory Committee on the TMDL Program. He is coordinator for the Federal Water Quality Coalition, a group of municipal and other regulated parties that is participating in EPA's rulemaking on TMDLs and other Clean Water Act programs.
Cameron Davis is President of the Alliance for the Great Lakes. Previously, he was a litigating attorney and served as an adjunct clinical professor at the University of Michigan Law School. He also served with the United Nations Environment Programme in Nairobi, Kenya, and U.S. EPA's Office of Regional Counsel in Chicago.
Albert Ettinger is the Senior Staff Attorney at the Environmental Law & Policy Center of the Midwest, an environmental organization that works on energy, transportation, natural resource and pollution issues in the Midwest. He has represented numerous environmental organizations in legal and regulatory matters and focuses on protecting water quality and implementation of the Clean Water Act.
Paul L. Freedman, President and founder of Limno-Tech, Inc., has worked on over 400 projects in 30 states. He is a Professional Engineer and a Diplomate of the American Academy of Environmental Engineers. A nationally recognized expert in watershed management, TMDLs, NPDES permitting, and Use Attainability Analyses, he consults for municipalities and industry, and research and policy exploration for nonprofits and federal agencies.
Bob Mosher is Manager of the Water Quality Standards Unit at the Illinois Environmental Protection Agency. He is an aquatic biologist by training and specializes in stream ecology and laboratory aquatic life toxicity studies.
Joyce O'Keefe, Deputy Director at Openlands Project, has focused on land preservation projects, including the Midewin National Tallgrass Prairie and Fort Sheridan. She served on the Governor's Land and Water Resources Task Force, the Smart Growth Task Force, and the Illinois Nature Preserves Commission. She is currently vice-chair of the Natural Resources Advisory Board of the Illinois Department of Natural Resources.
Harvey M. Sheldon, a partner at Hinshaw & Culbertson LLP, handles issues and litigation involving the Clean Air Act, Resource Conservation and Recovery Act, Clean Water Act and Superfund. He was named a Super Lawyer in the area of Environmental/Land Use by Illinois Super Lawyers magazine and has also been recognized as a "Leading Lawyer" in Environmental Law and Alternative Dispute Resolution.
Thomas V. Skinner, a partner at Mayer, Brown, Rowe & Maw LLP, focuses on environmental law. Formerly, at the U.S. EPA, he the was the acting Assistant Administrator for Enforcement and Compliance and the Regional Administrator. Also previously, he was Director of Illinois EPA, responsible for implementation and enforcement of state air, water and land environmental programs.
Jo Lynn Traub is the Director of the U.S. EPA Region 5 Water Division, responsible for implementation of the Clean Water Act and Safe Drinking Water Act. She is a certified Master Total Quality Management facilitator. Previously, she was the Director of the hazardous waste program for the Region 5 Superfund Program. The EPA recognized her with the Lee Thomas "Excellence in Management" Award.
