Why Attend

Rising fossil fuel and commodity prices have unleashed a new wave of capital aimed at new solutions to the Nation's long-standing energy dependencies. Major investments are announced almost daily in ethanol, biodiesel, biomass, wind and solar projects, and nuclear sites are revisited with refreshed development plans. But in many places these waves are washing up against transmission constraints, changing wholesale capacity markets, regulatory barriers and interest group politics. Nowhere is this clash of change more apparent than the Northeast, where innovative projects are weaving a path through changing transmission and capacity markets, dramatically different state policies and incentives, security concerns and the politics of development. Tuition

Regular tuition for this program is $995 with a group rate of $895 each for two or more registrants from the same firm. For government employees, we offer a special rate of $795. For students and people in their job for less than a year, our rate is $497.50. All rates include admission to all seminar sessions, food and beverages at breaks, and all course materials. Make checks payable to Law Seminars International.

Cancellation & Substitution

You may substitute another person at any time. We will refund tuition, less a $50 cancellation fee, if we receive your cancellation by 5:00 p.m. on Tuesday, October 10, 2006. After that time, we will credit your tuition toward attendance at another program or the purchase of a homestudy. There is a $25 cancellation fee for Course Materials orders and $50 for Homestudy orders.

Continuing Education Credits

This program qualifies for 12.5 CT, ME, NH, & PA CLE credits. Upon request, we will apply for CLE credits in other states and other types of credits.

Faculty Bios

Mary Beth Gentleman, Program Co-Chair, Chair of Foley Hoag LLP's Energy & Regulated Industries Practice Group, is providing strategic regulatory and market advice to competitive power suppliers, energy service companies, and generating companies.

M. Curtis Whittaker, Program Co-Chair, shareholder at Rath Young Pignatelli, P.C. and head of the firm's Energy Practice Group, works with client interests in the alternative energy area, including biomass, hydropower, wind, solar, cogenerating and alternative fuels.

The Hon. Kurt Adams was appointed and serves as Chairman of the Maine PUC until March 2011. Previously he was Chief Legal Counsel to Governor John E. Baldacci and was a lawyer in the law firm of Bernstein, Shur, Sawyer & Nelson.

Jack Alexander is Manager for Government Relations for Entergy Corporation, responsible for Maine and Rhode Island. He has more than 30 years experience in various aspects of the utility and energy industries.

George H. Aronson is a principal and co-founder of CommonWealth Resource Management Corporation, a firm that has been involved in the development of more than 100 MW of small power production facilities. Previously, he was on the staff of the Massachusetts Energy Facilities Siting Council.

Vamsi Chadalavada, Senior VP Market and System Solutions, ISO New England Inc., is responsible for the ISO Wholesale Market Strategy, Design and Development, Information Services, Program Management Office and Business Architecture and Technology.

Bill Cooper, partner at the law firm of Hunton & Williams LLP, is the Executive Director of the Center for Liquefied Natural Gas (CLNG). Prior to joining Hunton & Williams, he served as counsel to the U.S. House Energy and Commerce Committee and was general counsel for a natural gas utility company.

Gregg Dixon leads EnerNOC Inc.'s marketing and sales efforts, including market assessment, market positioning and penetration, and overall revenue generation. Previously, he was VP of Marketing & Sales for Hess Microgen, the leading provider of commercial onsite cogeneration systems and services in the U.S.

David T. Doot, is a partner in Day, Berry & Howard LLP's Energy Group. He is also the Secretary and General Counsel to the New England Power Pool (NEPOOL) and President of the Energy Bar Association representing more than 2300 regulators, professional staff and attorneys.

Andrew Dzykewicz, Chief Advisor to the Governor on Energy in the Rhode Island State Energy Office, is in charge of coordinating state energy policy and overseeing the Office of Energy Resources. He is responsible for enacting a five-point energy agenda designed to help Rhode Island families and employers safely access affordable energy supplies.

The Hon. William M. Flynn was nominated to be Chairman of the New York State Public Service by Governor George E. Pataki and confirmed by the Senate on February 4, 2003. Prior to his appointment, Mr. Flynn served as President of the New York State Energy Research and Development Authority (NYSERDA).

Thomas C. Frantz is the Director of the Electric Division of the New Hampshire Public Utilities Commission. He has testified on cost-of-capital, alternative regulation, rate design, energy efficiency and special contract pricing. He is also a member of the New Hampshire Energy Planning Advisory Board.

The Hon. Anne C. George, Commissioner, Connecticut Public Utility Control Authority, was appointed and confirmed by both houses of the General Assembly in July, 2003. Commissioner George specializes in renewable energy and natural gas issues. Prior to her service on the Authority, she was the Governor's Special Counsel on Energy.

Paul Hibbard, Vice President, Analysis Group, specializes in economic and environmental policy consulting related to the energy industry, particularly electricity. He focuses on market structure and competitive analysis, public policy and environmental regulatory analysis and policy.

Jeff Keeler is New England Director for Community Energy, Inc., responsible for developing CEI’s business operations in New England and for wind project development activities in the region.

Jonathan A. Lesser, Ph.D., is a Partner with Bates White, LLC, and has extensive experience working for electric utilities, government and academia as an economic consultant. Previously Dr. Lesser was President of New England Economics Group and Director of Regulated Planning with the Vermont Dept. of Public Service.

John M. MacDonald is Vice President - Energy Delivery and Generation for Public Service of New Hampshire. He is responsible for the oversight of the company's Energy Delivery Division, providing engineering, maintenance and capital improvements of the electric system.

Charles J. Micoleau, partner, Curtis Thaxter Stevens Broder & Micoleau LLC, oversees the firm’s legislative and public affairs services. A former Chief of Staff to U.S. Senator Edmund S. Muskie in Washington, D.C., his practice encompasses administrative law, government relations and public issues management.

William Moye is founder and President of STAR Group. He has broad expertise in meeting design and facilitation, strategic planning, leadership, management team performance, marketing and organizational development.

The Hon. David L. O'Connor, Commissioner of Energy Resources for Massachusetts, directs the state agency that develops the Commonwealth's energy policies and the renewable energy and energy efficiency programs that are major components of the Commonwealth's Climate Protection Plan.

John J. Ravis, is Vice President at TD Banknorth.

Susan F. Tierney, Ph.D., is Managing Principal, Analysis Group, and focuses primarily on the energy industry. Previously, Dr. Tierney served as Assistant Secretary for Policy, U.S. Department of Energy, and she is past Commissioner, Massachusetts Department of Public Utilities.
