Faculty Bios

Steven S. Michel, Program Co-Chair, General Counsel to the New Mexico Industrial Energy Consumers, has been very involved in developing competition legislation for the electric industry in New Mexico.

Arthur O'Donnell, Program Co-Chair, is Energy Overseer and author of "Soul of the Grid: A Cultural Biography of the California Independent System Operator." He was founding editor of the California Energy Markets newsletter and a frequent contributor to Public Utilities Fortnightly.

Michael J. Aguirre, is the City Attorney for the City of San Diego. He previously was President of Aguirre & Meyer, APC, practicing in the investigation of financial misconduct.

Jon T. Brock is COO, UtiliPoint International, Inc. His expertise includes business design, plan development and review, metering, e-commerce, and, information technology infrastructure design and deployment.

Stuart R. Butzier is Chair, Modrall Sperling's Mining Practice Group where he represents clients on issues involving the nuclear fuel cycle and uranium mining and milling. He is a state Bar of New Mexico- ppointed Trustee of the Rocky Mountain Mineral Law Foundation.

Janet M. Clark is VP and Corporate Counsel at Accenture Business Services for Utilities. She previously was General Counsel and Corporate Secretary for CustomWorks Inc.

Gary L. DeShazo is a Regional Transmission Manager within the Grid Planning Department at the California ISO. Previously, he was the Manager of Transmission System Planning at the Salt River Project.

Robert L. Dintelman, COO of Western Electricity Coordinating Council is well known throughout the industry and is chair of the NERC Compliance Certification Managers Committee.

Ned Farquhar is New Mexico Governor Bill Richardson's Senior Advisor on energy and environment. He has worked as Special Assistant to the Commissioner of Natural Resources and staff director of the House Resources Committee in Juneau, Alaska; as Western Lands Program Officer at the Packard Foundation in California; and as executive director of the Vermont Natural Resources Council (Montpelier) and 1000 Friends of New Mexico (Albuquerque).

G. William Frick, member in Van Ness Feldman's Infrastructure Security practice, is returning after serving as General Counsel and member of the senior management team at the American Petroleum Institute.

Eric Guidry, Energy Project Staff Attorney, rejoined Western Resource Advocates after practicing energy law at the Washington, DC offices of Skadden, Arps, Slate, Meagher and Flom LLP, and Hogan & Hartson LLP.

The Hon. Suedeen G. Kelly, Commissioner at the Federal Energy Regulatory Commission and Fellow at the U.S. Senate Energy and Natural Resources Committee, served as Chair of the New Mexico Public Service Commission.

Robert E. Kondziolka is Manager of Transmission Planning at the Salt River Project. He currently serves as Chair of the Southwest Area Transmission regional planning group, Vice-Chair of the Western Electricity Coordinating Council and Chair of the Mead-Phoenix Project Engineering and Operating Committee.

Frank Lewis, partner in IBM's Business Consulting Services practice, conducts numerous projects implementing customer relationship, financial and supply chain management processes and related large-scale information systems in energy and other industries.

Robert G. Lewis, partner at Faegre & Benson, head of the Energy Group's Oil & Gas practice, is listed in the "Best Lawyers in America" and the National Register's Who's Who in Executives and Professionals.

The Hon. Carl B. Linvill, Ph.D. is a Commissioner of the Public Utilities Commission.of Nevada. He previously was Energy and Economic Advisor to Governor Guinn and Director of the Nevada State Office of Energy.

Benjamin Luce, Ph.D., is a theoretical physicist and renewable energy advocate, a staff member at Los Alamos National Laboratory, and President of the New Mexico Solar Energy Association.

The Hon. Ben R. Lujan is Chairman of the New Mexico Public Regulation Commission and has a strong history of fiscal management with state government and the private sector.

The Hon. Kristin K. Mayes, Commissioner, Arizona Corporation Commission, devotes much of her time to pipeline safety, renewable energy and natural gas issues.

Dianne R. Phillips, a partner with Holland & Knight LLP, is former Assistant General Counsel for Tractebel LNG North America LLC, where she was involved in all aspects of regulatory compliance for the nation's oldest, continuously operating LNG import terminal.

Stephen L. Prince, Vice President of Strategy and Product Management, Alliance Data Systems' Utility Services, previously served as Chief Accounting Officer of the Deregulated Retail Holding Company, Edison Enterprises.

Anne Selting, is an Associate Director in the U.S. Utilities, Energy, and Project Finance group at Standard & Poors and former power manager for Hetchy Hetchy Water & Power under the San Francisco Public Utilities Commission.

The Hon. Marc Spitzer, Commissioner, Arizona Corporation Commission, served as a State Senator and was the Majority Leader sponsoring legislation that protects consumers from fraudulent schemes and public agencies from antitrust violations and bid rigging.

Jeffry E. Sterba is Chairman, President and Chief Executive Officer of PNM Resources. During his previous years at PNM, he has held various executive positions and was responsible for bulk power services, corporate strategy and asset restructuring, retail electric and water services, and electric business development and finance.

Glen Sweetnam, Vice President with Lukens Energy Group (LEG), a part of the Enterprise Management Solutions Division of Black & Veatch Corporation, has 25 years of leadership experience in the energy industry. Prior to joining LEG he was the Director of Economic Analysis in the U.S. Department of Energy, where he played a significant role in the deregulation of the natural gas industry in the 1980’s.

Ezekiel (Zeke) J. Williams, Special Counsel at Faegre & Benson LLP, specializes in natural resources, environmental, and public lands law and litigation.

Nann M. Winter, Director at Sheehan, Sheehan & Stelzner, P.A.. and Of Counsel at Miller & Van Eaton, PLLC, is also an expert in energy and franchise regulation in the state of New Mexico and previously served as Director of the Utility Franchise office, City of Albuquerque.

Allison D. Wood of Hunter & Williams LLP focuses on environmental and administrative law, with an emphasis on air issues, including global climate change, general and transportation conformity, emissions trading, and the establishment and implementation of national ambient air quality standards. Her clients include companies and trade associations in the electric generation industry, manufacturing industries, and transportation and land development industries.
