Mary Beth Gentleman, Program Co-Chair, Chair of Foley Hoag LLP's Energy & Regulated Industries Practice Group, is providing strategic regulatory and market advice to competitive power suppliers, energy service companies, and generating companies.

Robert J. Keegan, Program Co-Chair, is Managing Partner of Keegan Werlin LLP in Boston, MA, and a specialist in energy, regulatory, and public utility law. His clients include electric, gas and telephone utilities, as well as major project developers and industrial energy users.

Douglas C. MacCourt, Moderator, is a partner in the Portland, OR office of Ater Wynne LLP and Co-Chair of the firm's Tribal Business Practice. He has represented public, private, and tribal clients for over 16 years on land use, natural resources, environmental and energy matters, with an emphasis on project development, facility siting, permitting and government relations.

The Hon. Paul G. Afonso is Chairman of the Commonwealth of Massachusetts Department of Telecommunications and Energy (DTE). He previously served as General Counsel to the Department.

Ellen Angley, Vice President of Energy Supply and Procurement, NSTAR Electric & Gas Corporation, is responsible for the oversight of procurement of NSTAR's electric and gas energy supply as well as other materials, goods and services.

Mark Barnett, Foley Hoag LLP, focuses his practice on renewable and advanced energy technology and projects and is former in-house Counsel to the Connecticut Clean Energy Fund.

Janet Gail Besser is Vice President, Regulatory Affairs, U.S. Transmission for National Grid USA, where she is responsible for transmission regulatory and policy issues affecting the operation of National Grid’s U.S. transmission business.Prior to becoming a consultant, she was the Chair and Commissioner of the Massachusetts Department of Telecommunications and Energy.

The Hon. Nora Mead Brownell, Special Address, was nominated by President George W. Bush to serve as a Commissioner of the Federal Energy Regulatory Commission (FERC). Prior to joining FERC, Ms. Brownell served as a member of the Pennsylvania Public Utility Commission (PUC).

David T. Doot, partner, Day, Berry & Howard LLP, practices in the areas of public utility and energy law. He represents the New England Power Pool (NEPOOL) and has participated in numerous corporate transactions, including mergers, acquisitions and other related realignments, and the negotiation and documentation of many contractual arrangements among electric utilities.  He is also the President-Elect of the Energy Bar Association.

Alexander (Hap) Ellis is a General Partner of Rockport Capital Partners, a merchant bank specializing in the energy environmental sectors, and past partner in several electric related companies involved in the development of gas-fired electric generating stations.

Craig Francis, General Counsel, Passamaquoddy Tribe of Maine, has an expansive role with the tribe including spokesperson for LNG projects and has been involved with the QuoddyLNG project since its inception.

Paul Hibbard, Manager, Analysis Group, specializes in economic and environmental policy consulting related to the energy industry, particularly electricity. He focuses on market structure and competitive analysis, public policy and environmental regulatory analysis and policy.

Thomas M. Kiley is President and CEO of Northeast Gas Association and former acting director of New York Gas Group prior to the merger of The New York Gas Group (NYGAS) and the New England Gas Association (NEGA).

David Manning is Executive Vice President of Corporate Affairs and the Chief Environmental Officer for KeySpan, a holding company that was created in 1998 when Brooklyn Union merged with the Long Island Lighting Company. Mr. Manning is responsible for public affairs, government relations, internal and external communications, community development, corporate brand strategy and environmental policy and operations.

Kevin J. McIntyre, partner, Jones Day, specializes in energy law and has represented clients in a variety of energy-related areas, principally relating to federal and state regulation of the services, rates, and facilities of natural gas pipelines and electric utility companies, M&A, and numerous proceedings before regulatory bodies.

The Hon. Sharon M. Reishus was sworn in as Commissioner of the Maine Public Utilities Commission by Gov. Baldacci in July 2003. Previously, she was Director of North American Power at Cambridge Energy Research Associates (CERA), a staff analyst with the Maine PUC, a planner with Central Maine Power Company, and an intelligence analyst for the CIA, during which time she served as senior duty officer in The White House Situation Room.

Joseph W. Rogers, Assistant Attorney General, is Chief of the Commonweatlth of Massachusetts Attorney General's Utilities Division. He represents gas, electric and telephone utility consumers in various administrative and legal proceedings involving rates, resource procurement, incentive regulation and electric utility restructuring at the Massachusetts Department of Telecommunications and Energy, the Federal Energy Regulatory Commission and the Federal Communications Commission.

Robert R. Ruddock, General Counsel and Executive Vice President, Government Affairs, joined Associated Industries of Massachusetts (A.I.M.) in 1989 with responsibility for environmental and energy issues. He is responsible for all government affairs for the organization’s members, overseeing A.I.M.’s activities in four areas: legislative, regulatory, litigation and ballot questions. As general counsel for A.I.M. he has particular responsibility in the areas of ethics, campaign finance, and lobbying registration and reporting.

Gordon Shearer, CEO, Weaver's Cove Energy, spent 13 years as the CEO of Cabot LNG Corporation and has extensive experience in LNG project development and implementation.

Alison Silverstein, former Senior Energy Policy Advisor to Chairman Pat Wood III at the Federal Energy Regulatory Commission, advised the Chairman on a variety of issues spanning the agency’s electric, hydro, and pipeline responsibilities. She served as the agency’s lead on infrastructure security, cyber-security and energy reliability and worked on many of the agency’s major cases and rulemakings. She is now a consultant to the electric industry on industry on electric reliability, infrastructure security, energy efficiency, demand response and technology adoption issues.

Susan F. Tierney, Ph.D., is the Managing Principal, Analysis Group, and focuses primarily on the energy industry. Previously Dr. Tierney served as Assistant Secretary for Policy, U.S. Department of Energy, and she is past Commissioner, Massachusetts Department of Public Utilities.

Gordon van Welie joined ISO New England Inc as Executive Vice President and COO as an 18-year industry veteran formally of Siemens Power Transmission & Distribution LLC, where he held the position of vice president and general manager of the power systems control division.

Bill Yardley is Vice President of Marketing for Duke Energy where he manages the business development and marketing responsibilities for the Texas Eastern and Algonquin pipelines.
