Faculty Bios

Chérie R. Kiser, Program Co-Chair, is the Managing Director and Chair of the Communications Sections for Mintz Levin Cohn Ferris Glovsky and Popeo PC. She devotes her practice to telecommunications law, and Internet related transactions. Since 1990, she has been at the forefront of the expansion of new entrants into the voice and data communications markets.

William B. Wilhelm, Jr., Program Co-Chair, is in the Technology & Telecommunications Group at Swidler Berlin Shereff Friedman, LLP, where he is actively engaged in representing domestic and international technology companies, including broadband telecommunications providers, domestic and international ISPs and a variety of B2C and B2B Internet sites on legal and regulatory issues.

Dorothy Attwood was named Senior Vice President of Federal Regulatory Strategy and Integration for SBC Telecommunications, Inc. in November 2002. She joined SBC from the Federal Communications Commission where she served most recently as Chief of the FCC’s Wireline Competition Bureau for two years until August 2003.

Stewart A. Baker is a partner with Steptoe & Johnson LLP where his practice focuses on technology, international law and trade, international arbitration and appellate litigation. His practice also includes issues relating to digital commerce, electronic surveillance, encryption, privacy, and national security.

D. Scott Barash is the Vice President and General Counsel of the Universal Service Administrative Company. He joined USAC as its first in-house attorney in 1999. Previously, he was a partner in the Washington, D.C. office of Jenner & Block, where he concentrated on complex civil litigation, particularly in the telecommunications field and on behalf of trade associations, charitable organizations, and other not-for-profit entities. Mr. Barash also served as a Trial Attorney with the Civil Division, Federal Programs Branch, of the United States Department of Justice.

Margaret C. Binns is the Assistant Commissioner for Regional Services of the Federal Technology Service (FTS). FTS is the General Services Administration information technology and telecommunications organization. She is responsible for the management of local network services programs within the Network Services architecture.

Douglas G. Bonner has been Chairman of the Telecommunications Department of LeBoeuf Lamb Greene & MacRae, L.L.P. since 2001. Mr. Bonner has represented new entrants in regulatory proceedings before most of the state commissions in the country, the FCC, and in federal and state courts. He successfully represented MFS in state commission proceedings and litigated through federal appellate review one of the very first arbitrated interconnection agreements under the Telecommunications Act of 1996.

Jeffrey J. Carlisle has managed review of applications by Bell operating companies for authority to provide interLATA service, and helped develop the FCC’s policies regarding broadband services, competitive entry into the local exchange market, and bankruptcy of common carriers. In December 2003, Chairman Powell named him Co-Director of the FCC’s Internet Policy Working Group.

Jim Dempsey is Executive Director of the Center for Democracy and Technology (CDT), a non-profit public interest organization working for civil liberties on the Internet. In addition to day-to-day management responsibilities, he works on privacy and electronic surveillance issues and heads CDT’s international project, the Global Internet Policy Initiative (GIPI).

Dean L. Grayson is Corporate Counsel for all federal government sales, and to the telephony product manufacturing group for Avaya Inc. He has been Avaya’s lead counsel in advocating the insertion of disability access requirements for all public contracts.

Andrew Isar is the President of Miller Isar, Inc., a Washington State-based regulatory relations firm. He has more than 25 years of telecommunications industry experience, including more than fifteen years regulatory and government relations experience with AT&T and other carriers.

Rick Jones is the Operations Issues Director for the National Emergency Number Association (NENA). He represents NENA and 9-1-1 issues in a variety of telecommunications industry standards-related bodies, including ATIS, ESIF, INC and OBF, groups formed under NANC (North American Numbering Council) and others.

Scott Keagy is President of Emergicom Inc, which provides VoIP and IP Communications systems to the public safety industry. He serves as Chairman of the VoIP Operations Committee in the National Emergency Number Association, shaping VoIP/E9-1-1 requirements, processes, and policy. He has several VoIP and E9-1-1 patents pending, and his book, Integrating Voice and Data Networks, has been cited as "the most frequently visited reference when helping clients build VoIP networks.

Richard Lerner has been Chief of Staff of the Wireline Competition Bureau of the Federal Communications Commission since the fall of 2001. He joined the Commission in January 1995 and served as Deputy Chief of the Competitive Pricing Division of the Common Carrier Bureau from February 1998 to 2001.

William M. Marticorena, II is a partner in the Public Law Section of Rutan & Tucker, LLP where he has represented public entities on telecommunications, cable television regulation, economic development, and public finance issues for over 23 years.

William A. McComas, a partner with Shapiro Sher Guinot & Sandler, counsels clients ranging from entrepreneurs to Fortune 100 corporations on commercial transactions across all industry sectors. He concentrates on assisting companies in creating, protecting, acquiring, developing and commercializing technology, as well as in distributing, servicing and marketing products and services.

Glenn S. Miller is a tax partner in the Washington D.C. office of Swidler Berlin Shereff Friedman, LLP. He has extensive experience in domestic and international telecommunications and Internet tax issues, including tax issues relating to Voice over Internet Protocol (VoIP), “enhanced” telecommunications services, and pre-paid and post-paid calling cards.

John T. Nakahata is a partner with Harris, Wiltshire & Grannis. His practice focuses on the development of competition in telecommunications markets, and the convergence of communications technologies and services. He is well known for providing integrated legal, policy and legislative advocacy, particularly with respect to issues needing innovative solutions to complex problems.

Craig Walker joined Dialpad Communications, Inc as Chief Executive Officer in November of 2001 from Headland Ventures, an Internet/Telecom focused VC fund, where he was a general partner. Prior to this, he was General Counsel and Associate at TeleSoft Partners where he focused exclusively on Internet and telecommunications companies. Prior to becoming a venture capitalist, he was a corporate and securities attorney in the Silicon Valley at Gunderson Dettmer, and at Brobeck, Phleger and Harrison.
