Faculty Bios

David Simpson, Program Co-Chair, of Simpson Partners specializes in advising companies in the Internet, telecommunications and energy sectors, as well as sophisticated customers of these services. He has more than fifteen years of experience providing business, strategic and regulatory advice to national, regional and local telephone, cellular, Internet and independent energy companies.

William B. Wilhelm, Program Co-Chair, is in the Technology & Telecommunications group at Swidler Berlin Shereff Friedman, LLP, where he is actively engaged representing domestic and international technology companies, including broadband telecommunications providers, domestic and international ISPs and a variety of B2C and B2B Internet sites on legal and regulatory issues.

Jon Canis is a partner with the law firm of Kelley Drye & Warren LLP, and has been practicing telecommunications law since 1984. His practice focuses almost exclusively on the representation of competitive telecommunications carriers, equipment manufacturers, cellular telephone companies and Internet service providers. He represents these clients in regulatory matters before the FCC, DoJ and state regulatory commissions; in litigation before federal and state courts; in negotiating and arbitrating interconnection arrangements and commercial contracts; and in providing strategic and financing advice to startup companies.

Michael Anderson is the Global Vice President of Market Development for ADC, responsible for developing and executing its market plans across the markets ADC serves. His communications, commerce, and content experience span over a decade across both domestic and international markets in senior management roles at both established and entrepreneurial organizations. His specific experience spans several critical business functions including sales and marketing, product management, corporate development, operations, and information technology at companies including AT&T, Big Planet, Time Warner (GST), and Convergelabs.

Douglas G. Bonner, is Chairman of LeBoeuf, Lamb, Greene & MacRae, L.L.P.'s Telecommunications Department. As an MCI Communications senior litigation attorney from 1992-1996, he negotiated and litigated carrier agreements in federal court and in arbitration proceedings, and was actively involved in the development of MCI's customer arbitration program. He has negotiated and litigated interconnection and enduser service level agreements with all of the Bell Companies and major long distance and Internet service providers.

David E. Bronston is a partner with Wolf, Block, Schorr & Solis-Cohen LLP in its New York office. He was formerly General Counsel to the New York Department of Information Technology and Telecommunications where he was responsible for the city’s broadband telecommunications and cable television franchises.

Jeffrey J. Carlisle has managed review of applications by Bell operating companies for authority to provide interLATA service, and helped develop the FCC's policies regarding broadband services and competitive entry into the local exchange market.

Cynthia A. Clugy oversees Federal and State Regulatory policy for Intrado’s Legal and Government Affairs Department. These duties include providing subject matter and technical support in state and federal regulatory proceedings.

Matthew Dinsmore is Principal at TMNG Strategy, a firm that combines a deep understanding of the global communications industry with creative yet rigorous analytic techniques to provide strategic management consulting services around the globe. His consulting focus is business case development and economic valuation; he has spoken at many industry events, including Voice on the Net (VON) and Mass Convergence Association.

Brooks E. Harlow is a partner at Miller Nash LLP where he focuses on telecommunications, electric energy, and other utility matters. This includes general business advice to start-up companies in the telecommunications and electric energy industries.

David S. Holub, Director of Product Development for Creative Interconnect Communications, LLC provides analysis, project planning and the implementation of client solutions. He has served as an expert witness consultant for law firms requiring testimony and analysis in facilities construction, telecommunications and Internet engineering litigation.

William P. Hunt, III is Vice President for Public Policy with Level 3 Communications, Inc. where he is responsible for regulatory and government affairs in North America and Europe.

The Hon. Susan P. Kennedy of the California Public Utilities Commission is a leading voice for regulatory consistency, infrastructure investment, and promoting economic development. She has consistently been an advocate for competition and regulatory restraint, particularly as it relates to emerging telecommunications technologies.

Cherie Kiser, is the Managing Director and Chair of the Communications Sections for Mintz Levin Cohen Ferris Glovsky and Popeo PC. She devotes her practice to telecommunications law, and Internet related transactions. Since 1990, she has been at the forefront of the expansion of new entrants into the voice and data communications markets, and has assisted major communications companies in all apsects of their telecommunications and broadband strategies.

William M. Marticorena, Program Co-Chair, is a partner in the Public Law Section of Rutan & Tucker, LLP where he has represented public entities on telecommunications, cable television regulation, economic development, and public finance issues for over 23 years.

Bryan R. Martin has served as Chief Executive Officer and as a director of 8x8, Inc. since February 2002. Previously, he served as President and Chief Operating Officer and a director of 8x8. He is an inventor on 31 United States Patents in the fields of semiconductors, computer architecture, video processing algorithms, videophones and communications.

Laura F. H. McDonald is a partner at Levine Blaszak Block & Boothby LLP where she counsels large users and new market entrants in the negotiation of service agreements and interconnection arrangements. She represents clients in local telecommunications markets in the negotiation of their user agreements with incumbent local exchange carriers.

Walt Sapronov, Program Co-Chair, is a partner at Gerry & Sapronov LLP. Mr. Sapronov concentrates his practice on telecommunications law and regulation and transactions involving regulated communications carriers. He represents numerous clients before the Georgia Public Service Commission, the FCC, and the Georgia State Legislature.

Christoher Savage specializes in communications law. He was featured in the lead article of the June 1998 Washington Lawyer, "Layering in Cyberspace." He successfully negotiated the first interconnection agreement between a cable operator and an RBOC.

Elana Shapochnikov is an Associate General Counsel at Net2Phone, Inc. where her primarily focus is on U.S. and international telecommunications regulatory matters, cable telephony, VoIP, Internet, e-commerce, contracts, and commercial transactions.

Rroy Tanner advises clients on international telecommunications regulatory matters. Previously, he was Chief of the Policy and Facilities Branch in the Telecommunications Division of the International Bureau of the FCC.

Suzanne Toller is a partner at Davis Wright Tremaine LLP. Previously, Ms. Toller was Senior Counsel for AT&T Wireless, where she was responsible for overseeing and coordinating all of AT&T Wireless’ state regulatory work throughout the country. Prior to joining AT&T Wireless, Ms. Toller served as a Legal Advisor to a former FCC Commissioner.
