Cost
Our complete Homestudy Course, consisting of a VHS or DVD recording and the written course materials, is available for $605. The course materials alone are available for $100. We will ship your homestudy order via UPS ground within two weeks after the seminar or the date we receive payment (which ever is later).

Faculty Bios
Thomas R. Bjorgen, is a partner with the law firm of Bjorgen Bauer, PLLC, and specializes in land use and municipal law. He is Past Chair of the Environmental and LUL Section of the Washington State Bar Association.
Ryan Durkan is a partner with Hillis Clark Martin & Peterson P.S. where she focuses her practice on environmental and land use law, with an emphasis on land development and permitting. She was also appointed by the Governor to chair Washington State's Land Use Study Commission.
Thomas R. Bjorgen, is a partner with the law firm of Bjorgen Bauer, PLLC, and specializes in land use and municipal law. He is Past Chair of the Environmental and LUL Section of the Washington State Bar Association.
Will Hall of Golder Associates is a Senior Natural Resources Planner. He has 15 years of collaborative planning and management experience, and a masters degree in marine policy. He works with local governments and watershed groups to develop and update plans, policies and regulations related to natural resources.
David Hirsh is a senior member of the National Marine Fisheries Service, Washington State Habitat Office (WSHO). He reports to the State Director, providing policy input and advice on that office's Endangered Species Act section 7 Interagency Consultation process. He developed and oversees the WSHO Quality Assurance process, including the development and teaching of the in-house training program.
Cynthia Kennedy is a member of the Environmental & Land Use Department at Preston Gates & Ellis LLP and practices in the areas of land use, environmental and natural resources law. She works extensively with the State Environmental Policy Act, the Hydraulics Code, the Shoreline Management Act, the Growth Management Act and the Land Use Petition Act to address a wide variety of local and state land use and environmental issues.
Eric S. Laschever, a partner at Stoel Rives LLP, practices land use, environmental and hazardous waste law. He is the past chair of the Environmental and Land Use Law Section of the Washington State Bar Association. He has focused on helping clients develop land use plans, regulations and agreements that create the framework for desired development and to secure the land use entitlements necessary to implement those plans.
Charles E. Maduell, is Of Counsel in the Seattle Office of Davis Wright Tremaine LLP. He focuses his practice on land use and environmental law and litigation. Previously he was Chief of the Land Use and Environmental Law Section of the King County Prosecutor’s Office.
Jay J. Manning is a partner with Brown, Reavis & Manning, PLLC, where his practice includes all areas of environmental law. Previously in the Attorney General’s Office, he was chief counsel for the State Department of Ecology.
Tracey McKenzie is a Senior Scientist and Partner at Anchor Environmental, LLC with over 20 years of technical, planning, regulatory and permitting experience in aquatics. Her planning and technical experience is in conducting aquatic habitat investigations, and developing habitat restoration and mitigation plans for shoreline and aquatic related development projects, and projects requiring dredging.
Kathryn McLeod is an assistant attorney general with the Fish, Wildlife and Parks Division of the Washington Attorney General's Office. She has advised the Department of Fish and Wildlife since 1991 and has expertise in the areas of hydraulic project approval permits, habitat protection, enforcement, and, legislation.
Francea L. McNair is the Aquatic Lands Steward for the Washington State Department of Natural Resources. Previously, she was the Pierce County Deputy County Executive and an Assistant City Manger for the City of SeaTac.
Jeff Randall is the Director of Building and Community Development for the city of Port Townsend where he acts as both Planning Director and Building Official. He has worked at the state (CTED), county (Grant and Yakima), and city (Kittitas and Port Townsend) levels over the past 12 plus years. -
Henry Reinert works on ESA, environmental and legislative issues for the King County Department of Development and Environmental Services. He has been actively involved in developing the King County and Tri-County response to the recent 4(d) rule adopted by the National Marine Fisheries Service, and is helping develop revisions to King County’s critical areas regulations and shoreline master programs
James Tupper, of the Mentor Law Group has eighteen years experience representing clients on complex land use and environmental permitting matters involving shoreline development, water quality certifications, NPDES permits and stormwater regulation. He served two terms on the Washington State Pollution Control Hearings Board and Shoreline Hearings Board.
