Faculty Bios
Steven S. Michel, Program Co-Chair, is General Counsel to the New Mexico Industrial Energy Consumers (NMIEC). In addition to his representation of NMIEC, Mr. Michel has also represented a number of educational, environmental, consumer and business clients in public utility matters over the years. He has been very involved in developing competition legislation for the electric industry in New Mexico.
Arthur O’Donnell, Program Co-Chair, of The Energy Overseer, is a San Francisco-based energy writer whose latest projects include The Soul of the Grid: A Cultural Biography of the California Independent System Operator. He was the founding editor and former associate publisher of the California Energy Markets newsletter and is a frequent contributor to Public Utilities Fortnightly.
The Hon. Suedeen G. Kelly became a Commissioner at the Federal Energy Regulatory Commission (FERC) in 2003. She was previously a Professor at Univ. of New Mexico School of Law, where she taught energy law and public utility regulation, was a Fellow at the U.S. Senate Energy and Natural Resources Committee, and served as Chair of the New Mexico Public Service Commission.
Dr. George T. Baker is president of Baker & Associates, Energy Consultants (BAEC), established in 1990. In 1994 Dr. Baker founded Mexico Energy Intelligence as an industry news service. Dr. Baker is the author of Mexico's Petroleum Sector (PennWell, 1984) and numerous articles in Oil & Gas Journal and other publications.
Jon T. Brock is the Chief Operating Officer for Utilipoint International, Inc., where he manages UtiliPoint's day-to-day operations and energy-IT/strategic intelligence practice which result in research consulting for corporate clients. In addition, his expertise includes retail business design, business plan development and review, metering in a competitive environment, e-commerce, and information technology infrastructure design and deployment.
Allen L. Camp, Ph.D., is Deputy Director of the Security Systems and Technology Center at Sandia Laboratories in Albuquerque, New Mexico. His responsibilities include developing policies and strategies relating to security issues at the Department of Energy, other federal agencies and non-federal entities affiliated with Sandia Labs.
David A. Field is President of Utility Infrastructure Partners (UIP), a San Diego based developer that partners with utilities to build and operate grid-connected generation as an alternative to new transmission and distribution investment. His experience includes founding and managing several energy sector companies including, most recently, Clarus Energy Partners.
Howard V. Golub is a Partner with Nixon Peabody LLP in San Francisco and has thirty years of experience in the energy industry. He is a graduate of Harvard Law School. He provides services to a wide range of clients in the energy industry nationwide including investor-owned and publicly owned utilities, independent power producers, and developers of technologies for the production of energy.
Richard Hinckley is General Counsel to the Public Utilities Commission of Nevada. He represents the Commission in federal and state courts and FERC. Previously, he was the chief counsel to the Regulatory Operations Staff which is the trial group appearing before the Commission and he served as Vice President, General Counsel & Corporate Secretary to both Sierra Pacific Energy Company and Nevada Power Company.
Greg Hopper is vice president and a founding member of Lukens Energy Group and brings nearly twenty years of energy industry experience to the company. At LEG he works with clients in the natural gas and electric generation industries, focusing on strategic and analytic services regarding capital asset investments and optimization. As part of this work he led due diligence valuations supporting three interstate pipeline acquisitions and a large LNG import terminal. Mr. Hopper leads the firm's market analysis practice and has consulted to numerous clients on regional needs for new pipeline capacity; work which ultimately led to the development of LEG's Gas Market Advisor.
Ronald L. Lehr's law practice involves consulting clients about energy and telecommunications matters. He is heavily involved in renewable energy policies and commericalization strategies, with a current focus on wind power. He was Chairman and Commissioner of the Colorado Public Utilities Commission from 1984-1991.
The Hon. Carl B. Linvill, Ph.D. was appointed Commission of the Public Utilities Commission of Nevada in 2003. From 2001 until his appointment, he was the Energy and Economic Advisor to Governor Guinn and Director of the Nevada State Office of Energy. He was previously a Senior Economist at the PUCN where his primary responsibilities were related to electric resource planning and electricity market power evaluation studies.
The Hon. Lynda M. Lovejoy serves as District 4 Chairwoman of the New Mexico Public Regulation Commission. She is a former New Mexico State Representative, and an active citizen of the Navajo Nation. In 2000, she was selected as one of New Mexico's top 100 "Power Brokers" by NM Business Weekly.
Benjamin Luce, Ph.D., is a theoretical physicist and renewable energy advocate. He is a staff member at Los Alamos National Laboratory, president of the New Mexico Solar Energy Association, and Chair of the Coalition for Clean Affordable Energy. At Los Alamos he conducts research on nonlinear processes involving a variety of physical phenomena, including optical pulse propagation, ocean currents and climate change.
Howard L. Margulis is Senior Counsel with Holland & Knight, LLP in New York City where he focuses his practice on the full spectrum of energy and infrastructure development law, including domestic and international mergers, acquisitions and joint ventures, project and corporate financings and development matters, and competitive markets and technology applications.
Louise McCarren is the Chief Executive Officer of the Western Electricity Coordinating Council (WECC) in Salt Lake City, UT. WECC is one of the ten regional reliability councils. Prior to assuming her current role, she held numerous positions in the energy and communications industries. Previously she worked for Verizon, Inc as the Managing Director of State Regulatory Planning and as the President of Verizon Vermont.
Mark Nichols is Chief Executive Officer for the Cabazon Band of Mission Indians where he functions in the traditional role of city manager with both non-profit and profit portfolios. He manages legal affairs, public safety, entitlements, citizen services, finance, government affairs, operations, planning, economic development and strategic planning
Armando (Armie) Perez is Director of grid Planning at the California ISO where he is responsible for the review and approval of participating Transmission owners expansion plans, generator interconnection requests, and determining reliability must-run generation requirements. He is also Vice Chairman of both the NERC Planning and Standards Authorization committees

He then joined Science Applications International Corporation, where he built and managed the Utility Customer Care and Billing practice, resulting in the formation of a strategic outsourcing agreement with Entergy.

Ted Robinette is Vice President/Controller for the Retail Division of Kinder Morgan Inc. located in Lakewood, Colorado. KMI Retail serves 241,000 gas customers in Nebraska, Wyoming and Colorado. His areas of responsibility cover Accounting/Budgeting and Customer Service. He has been with KMI and KN Energy for over 21 years in roles with Internal Audit, Customer Service and Accounting.
The Hon. Marc Spitzer serves on the Arizona Corporation Commission. He served as an Arizona State Senator from 1992-2000 and was the Majority Leader. His accomplishments include sponsoring legislation that protects consumers from fraudulent schemes and public agencies from antitrust violations and bid rigging.
Jeffry E. Sterba is Chairman, President and Chief Executive Officer of PNM Resources. During his previous years at PNM, he has held various executive positions and was responsible for bulk power services, corporate strategy and asset restructuring, retail electric and water services, and electric business development and finance.
Jeff Taylor has been with the Utility and Energy Division of the New Mexico Attorney General’s Office for the past 13 years. His previous experience includes working for the Dept. of Interior Solicitor’s Office and the Navajo Tribe Office of Land Administration in Window Rock, Arizona, and working for the State Land Office, where he served as General Counsel for the Oil Conservation Division of the Energy and Minerals Dept.
Jon Wellinghoff is a shareholder with Beckley Singleton in Las Vegas, NV, where his practice focuses on energy, consumer and utility law. He represents a wide array of clients including large utility consumers, renewable energy project developers, investment banking firms, environmental organizations and federal and state agencies and was Nevada’s first Consumer Advocate.
