"The prospects of a rebounding economy and another poor hydro year underscore the importance of resource planning. A comprehensive approach to this critical task, Integrated Resource Planning (IRP), is back in vogue.  The Power Council is completing its latest Power Plan, while most of the region's investor-owned utilities have resource plans pending before their regulatory commissions. As BPA moves ever closer to shifting responsibility for load growth to its customers, public utilities will step up to plan their futures. Suppliers and utilities alike are examining the options: self-build, own or contract for power; how far to push demand side management and distributed generation conservation; invest in renewables or stay with gas; line up new transmission or seek non wires solutions. The choices are never easy and they are before utility planners as you read this. Faculty Bios

Robert D. Kahn, Program Co-Chair, is the Principal of Robert D. Kahn & Company, a strategic communications firm. Over the last 20 years, he has consulted extensively with independent power producers in permit assistance, policy advocacy and public relations.

Harvard P. Spigal, Program Co-Chair, is a partner in the Portland office of Preston Gates & Ellis LLP. Prior to coming to Preston Gates, he was Senior Vice President and General Counsel at Bonneville Power Administration, where he provided executive management and legal expertise to the Administrator/CEO.

Cyrus Noë has worked as a journalist for over 50 years and now publishes eight energy newsletters as CEO of Energy NewsData in Seattle and San Francisco. Clearing Up and California Energy Markets are the definitive weekly reports on energy policy development in Western North America.

Susan K. Ackerman has been a practicing attorney and manager in the energy industry since 1985. She currently represents public power interests in BPA rate, power sales contract, and transmission issues and also represents independent power producers.

Thomas R. Anderson is the General Manager Public Utility District #1 of Whatcom County, where he directs an effort to incorporate green power, particularly biomass. He has been supporting the construction of anaerobic digesters for dairy manure for several years.

Charlie J. Black is an independent consultant who helps his clients plan, acquire and manage energy resources. His broad experience in integrated resource planning (IRP) includes management of IRP efforts for investor-owned and publicly-owned utilities.

Douglas B. Brown is the Vice President and Manager, Power Development for Bechtel Enterprises, Inc. He is responsible for the management of BEn’s domestic and international power project development and financing activities

David Danner is Executive Policy Advisor to Washington Governor Gary Locke, working primarily in the areas of telecommunications, energy, finance and elections. Previously, he was counsel to the Washington State Senate Energy and Utilities Committee.

Jason Eisdorfer is legal counsel and Energy Program Director of the Citizens’ Utility Board of Oregon. He has represented the residential consumer in numerous rate cases, utility mergers, and public policy dockets before the Oregon Public Utility Commission.

Karen Fleckner is the Founder and CEO of Nu Element, Inc. (NEI) where she focuses her energies on the development of fuel cell technology for the distributed generation power market.

Tom Foley, President of Tom Foley Consultants, has over 30 years of experience in the field of energy analysis and management. He has conducted integrated resource planning (IRP) in the Northwest and in other parts of the US, including consulting with utilities.

Jeff Fuller, a Vice President and Risk Manager with Power Resource Managers, LLP has 13 years of experience in the electric utility industry covering a broad-range of operational, economic and financial planning activities. His principle area of focus is helping PRM’s clients to understand and measure the risks associated with their load and resource portfolios.

Scott A. Gutting is the President and Founder of Energy Strategies, LLC. He coordinates the efforts of a team of economists, engineers, business strategists and financial analysts in all of Energy Strategies’ consulting activities.

Roger Hamilton is currently consulting in the wind energy industry, and is the project director for West Wind Wires. Previously he served Oregon Governor Kitzhaber as his Advisor on Energy and Watersheds and served as Commissioner, Oregon Public Utilities Commission.

Randall W. Hardy is Principal, Hardy Energy Consulting Services and former Administrator of the Bonneville Power Administration (BPA), the largest federal power marketing administration in the country.

Michael Heckler is Director, Marketing and Development for Windland, Inc. Boise-based Windland is a developer, owner and operator of wind farms in California and the Northwest. He is currently project managing several wind farm developments.

Clothilde V. Hewlett is a partner in the San Francisco office of Preston Gates & Ellis LLP. Her practice focuses on assisting both private sector companies and tax-exempt organizations who seek to work and communicate effectively with agencies and legislators in the public sector as well as public entities performing governmental functions.

Jeff King is the Senior Resource Analyst for the Northwest Power and Conservation Council of Portland, Oregon. He is responsible for the development of information regarding electric power generating resources and for forecasting wholesale electric power prices.

Dan Kirschner is the Executive Director of the Northwest Gas Association (NWGA), a trade organization representing the natural gas industry in the Pacific Northwest. He has extensive local, state, and federal public affairs experience.

Yakout Mansour, a Senior Vice President in System Operations and Asset Management with British Columbia Transmission Corporation (BCTC) and joined BCTC from BC Hydro where, most recently, he was Vice-President, Grid Operations and Inter-Utility Affairs.

Eric M. Markell is Senior Vice President Energy Resources of Puget Sound Energy. He directs the company’s energy supply and resource management activities.

Craig Martin is the Manager of the Western Region Marketing and Development for TransCanada’s power business. He has participated in the development of ten gas-fired cogeneration, peaking and combined cycle power projects in the Pacific Northwest and Canada.

Hank McIntosh, a staff analyst with the WUTC, was staff lead for the PSE Least Cost Plan for its 2003 filing, and staff leadfor its RFP and bidding filing in 2003. He was also the staff witness for acquisition prudence in its recent rate case 2004.

Cynthia Mitchell of E3: Energy/Environment/Economy, Inc. has been involved with energy issues for the last 29 years. She has focused on integrated resource planning (IRP) where utility resource procurement and planning decisions are reviewed and evaluated.

Rep. Jeff Morris was elected to the Washington State House of Representatives in 1996. He currently serves as Chair of the House Committee on Technology, Telecommunications and Energy, and serves on the Finance and Transportation committees.

Alvin "Al" S. Pak serves as Director, Regulatory Policy & Analysis, of Sempra Energy Global Enterprises. In this position, he provides business and regulatory counsel to a diverse group of international energy enterprises operating in natural gas and electricity markets.

Peter N. Rigby is a Director of Utilities, Energy and Project Finance at Standard & Poor’s where he is one of the firm’s principal contacts for new ratings in energy and project finance.

John H. Robinson, a Senior Consultant with Entrix, Inc., has 31 years of experience in all aspects of energy project development including project strategic planning, site selection/acquisition, project permitting and permit compliance during construction. He has been involved in most types of energy generation projects including combustion turbine, coal, nuclear, and alternative energy technologies.

Brian Silverstein has been with the Bonneville Power Administration since 1979, where he has focused on transmission reliability, market and policy issues. Currently he is Acting Vice President for Planning and Chief Engineer.

Scott Sitzer is Director of the Office of Coal, Nuclear, Electric and Alternate Fuels of the Energy Information Administration. He is currently responsible for the design, implementation, and maintenance of data collection systems for various power supplies and for their associated analysis and dissemination.

Vito Stagliano, the Vice President for Transmission Policy at Calpine, served as Deputy Assistant Secretary of Energy for Policy Analysis during the first Bush Administration. Also, he was a visiting scholar at Resources for the Future and then Vice President and Corporate Officer of Commonwealth Edison Company of Illinois.
