Our complete Homestudy Course, consisting of a VHS or DVD recording and the written course materials, is available for $605. The course materials alone are available for $100. Faculty Bios
Bart J. Freedman, Program Co-Chair, is a partner at Preston Gates & Ellis LLP. He has represented counties, cities and ports involved in acquiring property for complex infrastructure projects. Bart currently represents King County in connection with the acquisition of property for the Brightwater Treatment Plant conveyance system and outfall in Snohomish and King counties. He previously represented the Port of Seattle in connection with the development of the Third Runway at SeaTac airport. Bart’s practice also includes environmental law and Indian law.
John Paul Turner, Program Co-chair, is a partner at Rodgers Deutsch & Turner where he limits his practice to the areas of condemnation and real estate valuation litigation. He represents both private individuals and corporate property owners against federal, state and related governmental and municipal entities throughout Washington State. He is the current President of the Int'l Right of Way Assoc's Puget Sound Chapter.
Bruce C. Allen, MAI, CRE, Principal, the founding principal of the firm, has been involved in the real estate industry for over 30 years. In addition to his appraisal experience, he has been a project member or manager of a number of commercial developments. He has gained regional recognition in appraising, market studies, negotiations, arbitration, and as an expert witness in court.
Dianna Ayers is the Assistant Director of the Relocation Assistance Program for the Washington State Department of Transportation. She has over 11 years experience in Acquisition and Relocation. Dianna is responsible for administration of the statewide Relocation Assistance Program for WSDOT's six regional offices. Under her direction, the department provides training and guidance in relocation matters to WSDOT staff, local public agency personnel and contract consultants, establishes policies and procedures for the statewide relocation program and reviews all relocation work with federal and state funding.
The Hon. Terrance A. Carroll, of Judicial Dispute Resolution, LLC, is a Seattle native and has served as a trial judge and mediator/arbitrator in dozens of eminent domain cases and countless real property disputes. Judge Carroll is just ending a term as chair of the Public Facilities District that oversees Safeco Field and dealt with construction issues requiring the condemnation of numerous businesses and multiple challenges in the construction phase.
Steve E. Dietrich is Senior Counsel with the Washington State Attorney General's Office, where he maintains a litigation practice in the Transportation and Public Construction Division. He leads a six attorney team that represents the Department of Transportation and other state agencies in condemnation actions. Among other things, he advises state agencies regarding eminent domain, property acquisition, and relocation issues.
P. Stephen DiJulio, a partner at Foster Pepper & Shefelman PLLC, focuses his practice on litigation involving state and local governments, land use, and environmental law. His experience includes eminent domain, utilities, local improvement districts, facility siting and contractor litigation.
Anthony Gibbons, MAI, CRE, is the founder of Re-Solve and has over 20 years' real estate appraisal and counseling experience. He was the 1999 president of the Seattle Chapter of the Appraisal Institute (MAI) and is a contributing author to the Real Property Deskbook. He frequently acts as a mediator or arbitrator for value and rental disputes.

Consultant on Eminent Domain and Inverse Condemnation, California Law Revision Commission, 1967-1975. Member, Advisory Committee on the Uniform Eminent Domain Code, 1974. Member: Los Angeles County and American (Member, Committee on Condemnation, Real Property, Probate and Trust Law Section; Chairman, 1979-1981; Committeeon Condemnation and Condemnation Procedure, Local Government Section) Bar Associations; State Bar of California; California Academy of Appellate Lawyers (President, 1973-1974).
Albert C. Lowe is the Manager of Special Projects in the Real Estate Division of Sound Transit. He is currently responsible for complex and sensitive acquisition and relocation negotiations for Sound Transit’s three lines of business, which include Sounder (heavy rail), Regional Express (express bus service) and Link (light rail).
Bates McKee, a commercial real estate appraiser with 20 years of experience, founded the firm of McKee & Schalka, Inc., a comprehensive commercial appraisal company, in 1990. In his appraisal experience, Mr. McKee has appraised and analyzed a wide variety of commercial property types, and provided critical consultation and litigation services to a diversified range of clients including Sound Transit, Brightwater and the Seattle Monorail Project.
Alina A. McLauchlan, of Preston Gates & Ellis LLP, has a litigation practice emphasizing eminent domain. She regularly represents large municipal and private corporations in eminent domain proceedings in both state and federal court. In addition, she has assisted clients on a wide range of litigation issues, including CERCLA disputes and breach of contract actions.
S Michael Rodgers is a partner at Rodgers Deutsch & Turner. With over 30 years experience in the condemnation field, he a was former Assist. Attorney General, former lead trial attorney for WSDOT (1968-73), and former president of the Puget Sound Chapter of the Int'l Right of Way Assoc. He has handled cases involving almost every governmental jurisdiction in the State, and continues to specialize in representing property owners in condemnation matters.
