Why Order

One year after the release of the New Source Review reform package, we are still in the transition to move towards compliance with the new standards. Efforts by federal and state legislators have also created new challenges across the industry. Since the introduction of the Kyoto Protocol, a plethora of business opportunities have been created in the generation of carbon credit. Faculty Bios

Margaret Yowell Hall, Program Co-Chair, is a partner with Marten Law Group PLLC. Ms. Hall has over thirteen years of experience representing clients in all aspects of environmental law. She focuses her practice on air quality, waste management, and water quality issues, assisting clients with cutting edge environmental regulatory compliance issues. Maggie is a Vice Chairperson of the Air Quality Committee for the ABA's section of Environmental Energy and Natural Resources. She authored the "Washington Air Law" section of the Washington Lawyer's Practice Manual and is a contributor to the ABA's Year in Review and Air Quality Section Newsletters.

Douglas Morrison, Program Co-Chair, founded Envrionmental Law Northwest after 8 years as "in house" corporate counsel, and 8 more years in a large private firm. He is well known for his expertise in air quality and Clean Air Act matters.

Mark J. Asplund is Counsel to the firm of Lane Powell Spears Lubersky LLP. His practice both at Lane Powell and previously at Texaco, Inc. as senior environmental counsel, has encompassed all environmental media from air, water, waste to clean fuels strategies and health and safety issues.

David C. Bray, Special Assistant to the Director in the Office of Air, Waste and Toxics for the U. S. Environmental Protection Agency - Region 10 is a Senior Air Pollution Scientist. He provides management level support for the development and implementation of federal, state, tribal, and local air quality programs.

Stuart Clark, currently Acting Program Manager, is a Policy Analyst for the Washington State Department of Ecology - Air Quality Program. He has over 25 years experience in environmental policy primarily in air quality. As Senior Policy Advisor within the Air Quality Program he is responsible for developing, reviewing, evaluating and recommending positions on air pollution related policies, emerging issues, and federal and state legislation.

K.C. Golden directs the Northwest Climate Connections project for Climate Solutions. KC was a special assistant for clean energy and climate protection to Seattle Mayor Paul Schell. He is a former Assistant Director of the Washington Department of Community, Trade, and Economic Development, where he directed the state's Energy Policy Office. From 1989 through 1994, he was Executive Director and Policy Director of the Northwest Energy Coalition.

Samuel N. Penney is a member of the Nez Perce Tribal Executive Committee, the governing body of the Nez Perce Tribe, where he is serving his fifth consecutive three-year term. He also serves as an advisory board member, on the tribal advisory board and as a policy board member to many government and educational agencies and institutions.

Richard Stedman has been Executive Director for the Olympic Region Clean Air Agency for the last three years. Currently, he is also acting director for the Northwest Collaborative Air Priorities Partnership. He also works as an independent public health and environmental consultant to government and private industry.

Jay M. Willenberg Senior Air Quality Engineer at CH2M Hill for over two years has also worked as the Senior Permit Engineer for the Puget Sound Clean Air Agency and Washington State Department of Ecology. He has experience and knowledge of the new source review program from many different perspectives. He has supervised numerous complex air permitting projects within the aerospace, recycling, energy, forest products, and metals industries through out Washington.

Thomas R. Wood is a member in the Environmental Law Group at Stoel Rives LLP. He has significant experience in the areas of air quality and hazardous waste permitting and compliance. These projects included such issues as new source review, Title V permitting, Title IV (acid rain) compliance, visibility requirements, air toxics and hazardous air pollutant regulations and RCRA air emissions standards.
