Arthur J. O’Donnell, Program Co-Chair,
of The Energy Overseer, is a San
Francisco-based energy writer whose latest
projects include, “The Soul of the Grid: A
Cultural Biography of the California
Independent System Operator.” He was the
founding editor and former associate
publisher of the California Energy Markets
newsletter and is a frequent contributor to
Public Utilities Fortnightly.
Steven S. Michel, Program Co-Chair, is
General Counsel to the New Mexico
Industrial Energy Consumers (NMIEC).
In addition to his representation of
NMIEC, he has also represented a number
of educational, environmental, consumer
and business clients in public utility
matters over the years. He has been very
involved in developing competition
legislation for the electric industry in New
Mexico.
George T. Baker is president of Baker &
Associates, Energy Consultants (BAEC),
established in 1990. In 1994 Dr. Baker
founded Mexico Energy Intelligence as an
industry news service. Dr. Baker is the
author of Mexico’s Petroleum Sector
(PennWell, 1984) and numerous articles in
Oil & Gas Journal and other publications.
Jon T. Brock is the Chief Operating Officer
for UtiliPoint International, Inc., where he
manages UtiliPoint’s day-to-day operations
and energy-IT/strategic intelligence
practice, which result in research
consulting for corporate clients.
Allen L. Camp is Deputy Director of the
Security Systems and Technology Center at
Sandia National Laboratories. His
responsibilities include developing policies
and strategies relating to security issues at
the DOE, other federal agencies and nonfederal
entities affiliated with Sandia Labs.
David A. Field is President of Utility
Infrastructure Partners (UIP), a San
Diego based developer that partners with
utilities to build and operate grid-connected
generation as an alternative to new
transmission and distribution investment.
Howard Geller is the Executive Director of
the Southwest Energy Efficiency Project
(SWEEP), a public interest venture he
founded in 2001 that promotes policies and
programs to advance energy efficiency in
the southwestern states. Dr. Geller is the
former Executive Director of the American
Council for an Energy-Efficient Economy
(ACEEE).
Howard V. Golub is a partner with Nixon
Peabody LLP in San Francisco and has 30
years of experience in the energy industry.
He provides services to a wide range of
clients in the energy industry nationwide
including investor-owned and publicly
owned utilities, independent power
producers, and developers of technologies
for the production of energy.
Richard Hinckley is General Counsel to
the Public Utilities Commission of
Nevada. He represents the Commission in
federal and state courts and FERC.
Previously, he was the chief counsel to the
Regulatory Operations Staff which is the
trial group appearing before the Commission
and he served as Vice President,
General Counsel and Corporate Secretary
to both Sierra Pacific Energy Company and
Nevada Power Company.
The Hon. Suedeen G. Kelly became a Commissioner
at the Federal Energy Regulatory Commission (FERC) in 2003. She was previously
a Professor at Univ. of New Mexico School of Law, where she taught energy law
and public utility regulation, was a Fellow at the U.S. Senate Energy and
Natural Resources Committee, and served as Chair of the New Mexico Public Service
Commission.
Ronald Lehr's law practice involves consulting clients about energy and telecommunications matters. He is heavily involved in renewable energy policies and commericalization strategies, with a current focus on wind power. He was Chairman and Commissioner of the Colorado Public Utilities Commission from 1984-1991.
Frank Lewis is a partner in IBM Business Consulting Services in Atlanta, Georgia.
The Hon. Carl B. Linvill was appointed
Commissioner of the Nevada Public
Utilities Commission in 2003. From 2001
until his appointment, he was the Energy
and Economic Advisor to Governor Guinn
and Director of the Nevada State Office of
Energy.
The Hon. Lynda M. Lovejoy serves as
District 4 Chairwoman of the New Mexico
Public Regulation Commission. She is a
former New Mexico State Representative,
and an active citizen of the Navajo Nation.
In 2000, NM Business Weekly selected her
as one of New Mexico’s top 100 “Power
Brokers.”
Benjamin Luce is a theoretical physicist
and renewable energy advocate. He is a
staff member at Los Alamos National
Laboratory, President of the New Mexico
Solar Energy Association, and Chair of
the Coalition for Clean Affordable Energy.
Jay P. Lukens is President and CEO of
Lukens Energy Group (LEG). He is an
internationally recognized expert in natural
gas markets and regulation and has over 20
years of diverse, senior-level corporate and
consulting experience within the energy
and telecommunications industries.
Howard L. Margulis is Senior Counsel
with Holland & Knight LLP in New York
City where he focuses his practice on the
full spectrum of energy and infrastructure
development law.
Louise McCarren is the Chief Executive
Officer of the Western Electricity
Coordinating Council (WECC) in Salt
Lake City, one of the ten regional
reliability councils. Numerous prior
positions in the energy and communications
industries include Managing Director
of State Regulatory Planning and President
of Verizon Vermont.
Mark Nichols is Chief Executive Officer
for the Cabazon Band of Mission Indians
where he functions in the traditional role of
city manager with both non-profit and
profit portfolios. He manages legal affairs,
public safety, entitlements, citizen services,
finance, government affairs, operations,
planning, economic development and
strategic planning.
Armando “Armie” Perez is Director of
Grid Planning at the California Independent
System Operator where he is
responsible for the review and approval of
participating Transmission owners
expansion plans, generator interconnection
requests, and determining reliability mustrun
generation requirements. He is also
Vice Chairman of both the NERC Planning
and Standards Authorization committees.
Stephen L. Prince is Vice President of
Business Development and Sales for
Alliance Data Systems and has worked in
the energy industry for 10 years.
Previously, he built and managed the
Utility Customer Care and Billing practice
at Science Applications International
Corporation, resulting in the formation of a
strategic outsourcing agreement with
Entergy.
Ted Robinette is Vice President/Controller
for the Retail Division of Kinder Morgan
Inc. located in Lakewood, Colorado. KMI
Retail serves 241,000 gas customers in
Nebraska, Wyoming and Colorado. His
areas of responsibility cover Accounting/
Budgeting and Customer Service.
The Hon. Marc Spitzer serves on the
Arizona Corporation Commission. He
served as an Arizona State Senator from
1992-2000 and was the Majority Leader.
His record includes sponsoring legislation
that protects consumers from fraudulent
schemes and public agencies from antitrust
violations and bid rigging.
Jeffrey E. Sterba is Chairman, President
and Chief Executive Officer of PNM
Resources. During his previous years at
PNM, he has held various executive
positions and was responsible for bulk
power services, corporate strategy and
asset restructuring, retail electric and water
services, and electric business development
and finance.
Meg Stintzel is Vice President at Accenture in Vancouver, British Columbia.
Jeff Taylor has been with the Utility and
Energy Division of the New Mexico
Attorney General’s Office for the past 13
years. His previous experience includes
working for the Dept. of Interior Solicitor’s
Office and the Navajo Tribe Office of Land
Administration in Window Rock, Arizona,
and working for the State Land Office,
where he served as General Counsel for the
Oil Conservation Division of the Energy
and Minerals Dept.
Jon Wellinghoff is a shareholder with
Beckley Singleton in Las Vegas, NV,
where he represents a wide array of clients
in energy, consumer and utility law. He
was Nevada’s first Consumer Advocate.
