Kenneth S. Fellman, Program Co-Chair,

P.C. since 1989 where he specializes
in telecommunications law and policy development,
civil litigation, and land use.
He also is currently serving an elected
term as Mayor of Arvada, Colorado. In
1998 he was the National Association of
Telecommunications Officers and Advisors,
Member of the Year.
Nicholas P. Miller, Program Co-Chair, is a Partner at Miller & Van Eaton, P.L.L.C., and served as the U.S. Senate Communications Counsel and as a special consultant to the White House on telephone deregulation. He advises local governments and international multilateral agencies on cable television and telecommunications issues.
Thomas Asp, a Partner at Virchow Krause
& Company, L.L.P., has been serving public
power systems for over 20 years. He
is recognized as an expert in evaluating
and offering recommendations regarding
broadband communications systems and
services.
Roger Black, Deputy Executive Director
and Chief Operating Officer at Utopia. In

Ernest Bray is presently Chief Technical
Officer for U.S. Metronets. Mr. Bray
has 17 years experience in large scale
network architecture, design, integration,
implementation and management. Prior
to U.S. Metronets Mr. Bray founded
DynamicCity MetroNet Advisors.
James Carlini, is President of Carlini
& Associates, Inc., a strategic international
management consulting firm that
provides executive advising and expert
witness services in both civil and federal
court for major organizations on technology
as well as due diligence for corporate
capitalizations. He is also an Adjunct
Professor at Northwestern University.
Norman B. Compton, is the Station
Manager, Access Fort Wayne, a Department
of the Allen County Public Library
in Fort Wayne Indiana. Norm has over 20
years of Cable TV experience, 17 years
in management and serves as the Public
Policy Chair of the Central States Region
of the Alliance For Community Media.
Douglas A. Dawson, President and Chief Technical Officer for CCG Consulting, Inc. is responsible for all consulting at the firm. In this position he specializes in strategic planning, financial business plans, operational implementation, engineering, regulatory and costing and pricing. Doug also provides professional testimony on a number of topics.

and cable experience. He has been a
frequent speaker at National and Regional
Conferences.
Doris J. Kelley is the Director of Business
Development at Black & Veatch
where she is responsible for developing
key relationships and accounts for the
Wireless and Integrated Network industries.
She previously was the Marketing
Director and Chief Spokesperson for
Cedar Falls Utilities.
Brett Kilbourne is Director of Regulatory
Services and Associate Counsel at United
Telecom Council (“UTC”) and the United
PowerLine Council (“UPLC”), where
he provides legal guidance to utilities on
telecommunications issues.
Steve Lowe is Tropos Networks' Vice
President of Sales. He has over twenty
years of engineering, product management
and sales experience with computeraided
dispatch, records management,
wireless mobile applications and message
switch technologies. Prior to Tropos, he
was Vice President of Business Development
for Printak, a Motorola Company.
Christopher A. McLean is Vice
President of National Strategies, Inc.
He formerly served as the Administrator
of Rural Utilities Service where he
championed broadband deployment, new
and renewable energy technologies and
universal service.
Joel Mulder is the Director of Business
Development for Adesta LLC, a
multidiscipline integrator for commercial,
industrial and governmental
entities. He has experience in the
telecommunications marketplace with
sales and sales management responsibilities
at Motorola, NEC and Nortel.
Joel R. Paisner, of Counsel at Ater
Wynne LLP, works with companies,
municipalities and cooperatives in
developing, siting, building and operating
communication networks including
broadband, wireless and cable networks.
He has served as in-house counsel to
InterNAP Network Services, and as Vice
President of WinFirst, one of the first
Fiber-to-the-Home cable overbuilders.
Leonard Ray is Vice President of Business
Development at the Atlantic Engineering
Group. He previously served
as Market Development Manager of the
Global Broadband Group at Corning
Optic Fiber. Len currently serves as the
Vice President of the FFTH Council is a
current Board of Director.
Scott J. Robertson, is a Principal at
