James Baller, Program Co-Chair, is Founder of The Baller Herbst Law Group, that specializes in representing local governments and public power utilities in telecommunications, cable television, high-speed data communications, Internet access, wireless telecommunications, right-of way management, pole and conduit attachments, and barriers to public sector entry into telecommunications.

Kenneth S. Fellman, Program Co-Chair, has been a Partner at Kissinger and Fellman, P.C. since 1989 where he specializes in telecommunications law and policy development, civil litigation, and land use. He also is currently serving an elected term as Mayor of Arvada, Colorado. In 1998 he was the National Association of Telecommunications Officers and Advisors, Member of the Year.

Nicholas P. Miller, Program Co-Chair, is a Partner at Miller & Van Eaton, P.L.L.C., and served as the U.S. Senate Communications Counsel and as a special consultant to the White House on telephone deregulation. He advises local governments and international multilateral agencies on cable television and telecommunications issues.

Thomas Asp, a Partner at Virchow Krause & Company, L.L.P., has been serving public power systems for over 20 years. He is recognized as an expert in evaluating and offering recommendations regarding broadband communications systems and services.

Roger Black, Deputy Executive Director and Chief Operating Officer at Utopia. In this position he is responsible for supervision of all internal operations functions. For a period of eight years he has served as Chief Administrative Officer for Salt Lake City and has held several signifi- cant executive positions. as Director of Personnel Managem

Juelle-Ann Boyer is currently the Manager of Strategies and Administration for Alameda Power & Telecom, City of Alameda. Ms. Boyer also has implementation oversight responsibility for CATV and High-speed Internet service to the community.

Burt A. Braverman, Cole Raywid & Braverman LLP (Washington D.C.), also a member of the International Lawyers Group, specializes in cable television, telecommunications, Internet, antitrust and information law, and is the firm's lead litigator.

Ernest Bray is presently Chief Technical Officer for U.S. Metronets. Mr. Bray has 17 years experience in large scale network architecture, design, integration, implementation and management. Prior to U.S. Metronets Mr. Bray founded DynamicCity MetroNet Advisors.

James Carlini, is President of Carlini & Associates, Inc., a strategic international management consulting firm that provides executive advising and expert witness services in both civil and federal court for major organizations on technology as well as due diligence for corporate capitalizations. He is also an Adjunct Professor at Northwestern University.

Norman B. Compton, is the Station Manager, Access Fort Wayne, a Department of the Allen County Public Library in Fort Wayne Indiana. Norm has over 20 years of Cable TV experience, 17 years in management and serves as the Public Policy Chair of the Central States Region of the Alliance For Community Media.

Douglas A. Dawson, President and Chief Technical Officer for CCG Consulting, Inc. is responsible for all consulting at the firm. In this position he specializes in strategic planning, financial business plans, operational implementation, engineering, regulatory and costing and pricing. Doug also provides professional testimony on a number of topics.

Thomas Duchen, President of River Oaks Communications Corporation, has extensive broadband, telecommunications and cable experience. He has been a frequent speaker at National and Regional Conferences.

Doris J. Kelley is the Director of Business Development at Black & Veatch where she is responsible for developing key relationships and accounts for the Wireless and Integrated Network industries. She previously was the Marketing Director and Chief Spokesperson for Cedar Falls Utilities.

Brett Kilbourne is Director of Regulatory Services and Associate Counsel at United Telecom Council (“UTC”) and the United PowerLine Council (“UPLC”), where he provides legal guidance to utilities on telecommunications issues.

Steve Lowe is Tropos Networks' Vice President of Sales. He has over twenty years of engineering, product management and sales experience with computeraided dispatch, records management, wireless mobile applications and message switch technologies. Prior to Tropos, he was Vice President of Business Development for Printak, a Motorola Company.

Christopher A. McLean is Vice President of National Strategies, Inc. He formerly served as the Administrator of Rural Utilities Service where he championed broadband deployment, new and renewable energy technologies and universal service.

Joel Mulder is the Director of Business Development for Adesta LLC, a multidiscipline integrator for commercial, industrial and governmental entities. He has experience in the telecommunications marketplace with sales and sales management responsibilities at Motorola, NEC and Nortel.

Joel R. Paisner, of Counsel at Ater Wynne LLP, works with companies, municipalities and cooperatives in developing, siting, building and operating communication networks including broadband, wireless and cable networks. He has served as in-house counsel to InterNAP Network Services, and as Vice President of WinFirst, one of the first Fiber-to-the-Home cable overbuilders.

Leonard Ray is Vice President of Business Development at the Atlantic Engineering Group. He previously served as Market Development Manager of the Global Broadband Group at Corning Optic Fiber. Len currently serves as the Vice President of the FFTH Council is a current Board of Director.

Scott J. Robertson, is a Principal at Lewis, Young, Robertson & Burningham, Inc. (LYRB). LYRB has played an active role as independent financial advisor to many Utah local governments. Mr. Robertson currently serves on the State and Institutional Trust Lands Permanent Funds Advisory Committee. He also holds four securities licenses including Registered General Securities Principal.

W. Scott Snyder of Ogden Murphy Wallace, P.L.L.C. is a member in the firm's municipal department. He serves as the City Attorney of Edmonds, WA, and as counsel for the Pirelli Corporation. He advises the firm's municipal clients regarding telecommunications.

Charles L. Ward, Vice President of Policy and Law at Qwest Communications, has over 29 years of experience in telecommunications. He currently is responsible for overseeing all regulatory and legislative activities in Qwest's 14 state local service territory. He has held positions at Qwest in Network Design, Administration and Planning and Operator Services.
