
Richard E. Alexander, Program Co-Chair, is a partner in the Portland-based firm of Stoel Rives LLP and
Chair of its Construction and Design Law Section. He represents
owners, prime contractors, subcontractors, suppliers, architects
and engineers. Mr. Alexander is the only Oregon member of the
American College of Construction Lawyers.
J. William Bennett, Program Co-Chair, is in private practice concentrated on construction disputes
in private and public contracts. He has litigated disputes in
arbitration, the state and federal courts, the US court of Federal
Claims, and numerous federal Boards of Contract Appeals.
David F. Bartz, Jr. is a partner in the Environmental Group at Schwabe Williamson
& Wyatt, Portland, where he also chairs the Construction Law Strike
Force. He is Secretary of the Construction Law Section of the
Oregon State Bar.
D. Gary Christensen is a partner in the Portland office of Miller, Nash, Wiener,
Hager & Carlsen LLP, where he focuses his practice on construction
law and litigation, public procurement law, commercial litigation
and creditors rights laws.
James J. Damis is the founder and administrator of Arbitration Service of Portland,
Inc., which has over 400 attorneys, architects and engineers throughout
Oregon who serve as arbitrators and mediators. Mr. Damis has been
engaged in the general practice law, including construction law.
Bart Eberwein is Vice President of Hoffman Construction Company where he has
been responsible for developing new business and on-going client
relations for 10 years. Hoffman, a general contractor headquartered
in Portland, has a long history of partnering relationships.
Eric A. Grasberger, Stoel Rives LLP, focuses his practice on construction and design
including litigation, alternative dispute resolution, public contracts/bid
disputes and lien and bond claims. He currently serves on the
Board of Directors of the Oregon State Bar Construction Law Section.
Arnold L. Gray concentrates his practice at Stewart, Sokol & Gray LLC, Portland,
on commercial law, commercial litigation and construction industry
matters. He represents owners, contractors, insurers, subcontractors,
suppliers and design professionals.
Richard E. Grigsby is President of Grigsby Construction Company and Pelton Concrete
Industrial Contractors. A registered Professional Engineer in
Oregon, he has been an Arbitrator since 1984 and a mediator since
1994.
Donald W. Irwin is an attorney and a Professional Engineer and currently serves
as Construction Manager of Tri-Met on the Westside-Hillsboro $960
million light rail project. He is also the safety director and
is involved in construction management, claims and disputes resolution.
Milton C. Lankton is a partner at Davis Wright Tremaine, Portland, where his practice
emphasizes construction law and litigation, real estate anment
law. He is currently the Chair-elect of the Oregon State Bar.
W. Douglas Marshall is an Assistant Attorney General working in the Trial Division's
Commercial and Environmental Litigation Unit. His practice includes
public procurement and public works contracting.
Gregory J. Miner heads the litigation section of the Portland office of Bogle
& Gates, PLLC. His practice has focused in part on construction
contracts and litigation, including disputes involving construction
liens, delay claims and other construction issues.
Dean M. Phillips is legal counsel to Tri-Met and is assigned to the Westside Light
Rail Project. He concentrates on construction, real estate acquisition
and development, land use and intergovernmental agreement.
Steven S. Pinnell is a Civil Engineer and Construction Manager with Pinnell/Busch,
Inc. in Portland. He has over 26 years of experience in the management
of engineering and construction projects. He is co-author of PM$80,
a widely used project management software program.
Janis Sue Porter is Executive Director of United States Arbitration & Mediation
of Oregon, a position she has held since 1989. She is an attorney
and also holds an MA degree in Art History. Ms. Porter serves
on the ADR Committee of the Multnomah County Bar Association.
Guy A. Randles is a partner in the Portland office of Stoel Rives LLP, where
he concentrates his practice on issues relating to construction
and design. He has extensive experience in the trial, arbitration
and mediation of construction disputes.
Michael J. Scott, Furrer & Scott LLC, Portland, concentrates his practice in the
representation of construction supply companies, equipment rental
business and construction subcontractors. He authored the chapter
on "Construction Liens", Oregon Construction Law CLE, Oregon State
Bar.
Peter L. Serrurier, Stoel Rives LLP, Portland, is a member of the firm's Environmental
Practice Group. His practice focuses on environmental compliance
matters and he regularly advises clients concerning environmental
issues in business and real property transactions.
Douglas V. Van Dyk is a shareholder of the Portland law firm of Tarlow, Jordan,
Schrader where his practice emphasizes construction and real estate
litigation. He has published several articles on the topic of
construction delay damages.
Susan Z. Whitney is a partner with Stewart Sokol & Gray LLC in Portland where
her practice emphasizes construction law and civil litigation.
Her cases involve private and public construction contracts representing
sureties, owners, contractors, architects, engineers and developers.
Joseph A. Yazbeck, Jr., Allen, Yazbeck, O'Halloran & Hanson, Portland, concentrates
his practice on construction litigation, government contracts,
surety law and environmental claims. He is the author of "Oregon
Construction Lien Law", Oregon Debtor-Creditor Newsletter.
