The unleashing of competitive forces in electric generation and direct-access services has prompted the CPUC to investigate whether competition can be used to help in regulating the rates that utility distribution companies charge for delivery and related services. At the same time, municipal utilities and other publicly-owned entities have actively sought to capture customers from the investor-owned utilities. This point/counter-point presentation describes these rivalries and how they may be helping to redefine the role utilities will play in the new market environment.

California's restructuring law gave public power utilities time to prepare for eventual competition and most are enacting strategic plans to reduce costs and increase services to retain customers. A few, such as the Sacramento Municipal Utility District, are embracing direct-access. Others may decide against offering customer choice in their territories. Most are still wary of joining the California Independent System Operator.
