| 10:45 | COMPETITION FOR DISTRIBUTION SERVICE The unleashing of competitive forces in electric generation and direct-access services has prompted the CPUC to investigate whether competition can be used to help in regulating the rates that utility distribution companies charge for delivery and related services. At the same time, municipal utilities and other publicly-owned entities have actively sought to capture customers from the investor-owned utilities. This point/counter-point presentation describes these rivalries and how they may be helping to redefine the role utilities will play in the new market environment. |
