Traci M. Goodwin, Program Co-Chair, is a Senior Port Counsel for the Port of Seattle, where her practice concentrates on land use, environmental and real estate law. During her nearly 18 years of practice, she has represented and advised public agencies, developers and quasijudicial boards. Currently, she oversees the permitting, environmental review and litigation for new development at Sea-Tac Airport and the Seaport.

Richard L. Settle, Program Co-Chair, is Of Counsel at Foster Pepper & Shefelman PLLC, where his practice focuses on land use, environmental and municipal law. His experience includes the representation of landowners, municipalities, and citizen groups in virtually all areas of state and local land use regulation before state and local agencies and trial and appellate courts.

Susan R. Agid is Chief Judge, Court of Appeals, Division One, and previously a King County Superior Court Judge. She is a frequent speaker and author on land use issues.

George Blomberg works in Environmental Sciences, Port of Seattle, and has twenty-two years experience as an environmental planner, including planning and design, environmental analysis (preparation of project environmental checklists (SEPA) and environmental impact statements (SEPA and NEPA), and project implementation (including commercial and industrial development uses and activities).

Bill Chapman is a partner at Preston Gates & Ellis LLP. He represents clients performing land use permitting and litigation, environmental review and negotiations for residential and recreational developments, redevelopment of properties requiring hazardous waste investigation and clean-up, and major office campus and infrastructure facilities.

Jeffrey M. Eustis is a Seattle attorney who concentrates in land use and environmental law. He authored Chapter 111, Land Use Appeals and Litigation; Challenging the Action, REAL PROPERTY DESKBOOK (WSBA, 1997) and co-authored Chapter 97, Zoning, and Chapter 118, Surface Water.

Meredith Getches has served as the City of Seattle’s Hearing Examiner since April 1990. In addition to hearing and deciding a broad range of land use and environmental appeals, she has jurisdiction over appeals in many other subject matter including licensing and B&O tax determinations, housing and employment discrimination cases, landmark and special district permits, and civil service complaints.

Carol V. Helland is the Land Use Director and Environmental Coordinator for the City of Bellevue, Department of Planning and Community Development (PCD) where she facilitates appropriate development and adoption and implementation of a regulatory and policy structure for the City of Bellevue. Prior to her current role, Ms. Helland served as legal advisor to PCD.

G. Richard Hill is a principal at McCullough Hill Fikso Kretschmer Smith where he practices land use law, real estate law, and litigation. He is Editor of “Regulatory Taking: The Limits of Land Use Controls” (ABA Press).

Lani Johnson manages all planning work for The Johnson Partnership where she has provided environmental consulting services since 1974. She has extensive professional experience with EISs and NEPA/SEPA. Her specialties include complex urban and shoreline projects and her consulting services focus largely on port marine projects.

Millie Judge is a senior deputy prosecuting attorney for Snohomish County, in the land use section of the Civil Division. She is the lead attorney within the Land Use Section’s Environmental Group and her practice involves state and federal environmental, land use, & constitutional law as it relates to development, municipalities, agriculture & the public.

Roger Pearce is a member of Foster Pepper Shefelman PLLC with over ten years experience practicing in the areas of land use law and land use litigation. He advises private companies, municipalities, and institutions on major development and public infrastructure projects.

Patrick J. Schneider is a member of the land use practice group of Stoel Rives LLP. Previously, Mr. Schneider was Director of the Land Use Section of the Seattle City Attorney’s Office.

Mary Vigilante is the founder of Synergy Consultants, Inc., an environmental consulting firm. She has 24 years of experience conducting environmental studies focused on our nation’s airports. Her experience in airport environmental planning includes: preparation of NEPA documents, project environmental permitting, noise abatement and land use compatibility programs and air quality assessment and planning.

Richard Weinman of Huckell/Weinman Associates, is an attorney and planner with 23 years experience in SEPA, land use planning & regulatory issues. Mr. Weinman’s practice includes SEPA/NEPA compliance strategies, strategic issues related to GMA and permitting, and preparation of environmental documents for plans, regulations and a wide range of development projects.

Richard R. Wilson is a principal attorney with Hillis Clark Martin & Peterson. He serves on the firm’s Management Committee and is past chair of its Land Use Group. In his 26-year practice with the Hillis firm, Mr. Wilson has concentrated on land use, real estate, and environmental law.
