William M. Marticorena, Program Co-Chair, is a partner in the Public Law Section of Rutan & Tucker, LLP where he has represented public entities on telecommunications, cable television regulation, economic development, and public finance issues for over 23 years.

Joseph Van Eaton, Program Co-Chair, of Miller & Van Eaton PLLC specializes in representing municipalities and nonprofit groups on a broad range of communications and antitrust-related matters.

James Baller is founder of the Baller Herbst Law Group that specializes in representing local governments and public power utilities in telecommunications, cable television, high-speed data communications, Internet access, wireless telecommunications, right-of-way management, pole and conduit attachments, and barriers to public-sector entry into telecommunications.

Kenneth A. Brunetti is a senior associate at Miller & Van Eaton PLLC. He specializes in complex litigation and bankruptcy related to cable television, telecommunications, and rights-of-way management. He has represented cities and counties in major bankruptcy cases involving telecommunications providers. Previously Mr. Brunetti specialized in complex commercial litigation and bankruptcy law.

Sue Buske is President of the Buske Group, a Sacramento, California consulting firm that offers a broad range of communications services. Ms. Buske has over 20 years of experience in the cable industry.

Gregory M. Duncan is Senior Vice President at National Economic Research Associates, Inc. where he heads the Global Telecommunications Strategy and Advice practice. He is also the founding and immediate past head of the Auctions practice. He directs projects on telecommunications, energy, competition policy and labor issues. He was Staff Scientist and Principal member of the Technical Staff at GTE Laboratories, Inc. He currently holds a position at the University of California, Berkeley, in Economics.

Fredric C. Fletcher has been in the public utility field for 27 years, having held significant positions with the electric utilities of Black Hills Power and Light, Missouri Basin Municipal Power Agency, and the City of Burbank. He has served as one of Burbank Water and Power’s Assistant General Managers since 1986, where he developed the Burbank Fiber Network.

Larry Freedman is a partner in the national telecommunications group at the Washington, D.C. office of Fleischman & Walsh LLP. Mr. Freedman currently specializes in issues relating to wired communities and broadband telecommunications deployment. He has additional experience in commercial law and litigation.

Jeffrey E. Harmes is a partner with Gray Cary Ware & Freidenrich LLP, where he has over 15 years experience assisting clients with all aspects of the distribution of goods and services, emphasizing licensing and other intellectual property issues.

Jonathan L. Kramer is the principal of Kramer.Firm, Inc. where he has advised over 400 federal, state, and local government agencies on broadband and wireless technology and policy issues since 1984.

Alan Kraus is the current CEO of Broadband Development 3, a communications technology consultancy that serves primarily public sector enterprises. His background includes over thirteen years of cable television operations and management with Viacom and Cablevision Systems Corporation in New York and Chicago and over sixteen years developing and operating his own broadband related companies.

Loren D. Leavitt has been an Independent Appraiser and Consultant at Berliner & Kidder since 1995. Prior to this, he was the Assistant Assessor and Chief Appraiser for Santa Clara County.

Karen Lopez is Division Manager of Administrative Services and Filber Enterprise, for the City of Santa Clara's Electric Utility, Silicon Valley Power (SVP). Her responsibilities include the management and administration of SVP's budget, human resources, contracts, procurements, and the dark fiber leasing enterprise.

Tom Lockard joined Stone & Youngberg LLC in 1984 where his public finance experience covers all facets of local government and not-for-profit corporations. He has structured over $3 billion in Lease and Installment Sale Certificates of Participation, Water and Sewer Utility Revenue Bonds, General Obligation Bonds, Mortgage Revenue Bonds, Short-Term Notes, Tax Allocation Bonds, Marks-Roos Pools, 1915 Act Special Assessment Bonds, and Mello-Roos Bonds.

William S. Morgan, III is Director of Management Consulting for Diehl Evans & Company LLP. He has extensive experience in providing cable television consulting services to California cities and counties, including expert testimony in cable-related litigations, help with cable television franchise transfers, cable TV franchise fee compliance and rate regulation reviews.

Paul T. Morris is the Executive Director of UTOPIA (Utah Telecommunications Open Infrastructure Agency) and City Attorney for the City of West Valley City, Utah. Since 1997, he has chaired the Telecommunications Task Force for the League of Cities and Towns, representing government officials and wireline and wireless industry representatives.

Paul Nolte, City Attorney for the City of Ashland since 1991, has served on the Oregon Legislative Interim Telecommunications Task Force and currently serves on the League of Oregon Cities Telecommunications/Cable Committee.

Joel R. Paisner at Ater Wynne LLP focuses on land use development, from feasibility analysis through the permitting and construction stages. Recent matters include the leasing, planning, permitting, and construction of a new PCS telecommunications network in Washington State.

Stephen R. Ross is Senior Vice President and General Counsel for Altrio Communications, Inc. He is former Chief of the Cable Television Branch at the FCC with over 33 years of experience in the field.

Jeremy H. Stern, a partner at Cole Raywid & Braverman LLP, is a veteran of the cable and telecommunications industry. He specializes in providing strategic broad-band public policy, political and regulatory affairs advice to cable television operators, Internet Service Providers, Competitive Local Exchange Carriers, cable programmers and multimedia companies.

Dick Wanderscheid works with the City of Ashland where he heads the City’s Electric and Telecommunications Department. He was involved in initial field visits and preliminary planning for the Ashland Fiber Network (AFN) the city’s telecommunications utility.
