Randall J. Hardy, Program Co-Chair, is Principal, Hardy Energy Consulting Services and former Administrator of the Bonneville Power Administration (BPA), the largest federal power marketing administration in the country.
Elizabeth Thomas, Program Co-Chair, is a partner, Preston Gates & Ellis, LLP, where she has represented municipalities, utilities, non-utility generators and private entities on a broad spectrum of energy, water, wastewater, telecommunications and other utility issues.
Richard A. Agnew is a member, Van Ness Feldman, where he focuses his practice on natural resources, land and water issues. Prior to entering private practice Mr. Agnew served as Chief Minority Counsel to the Committee on Interior and Insular Affairs (now Committee on Resources).
Robert Anderson is a Professor of Indian Law and Director of the newly-formed Native American Law Center at the University of Washing-ton School of Law. Most recently he served as Counselor to the U.S. Secretary of the Interior where he provided legal and policy advice on a wide variety of issues.
Eric J. Bloch is Vice Chair of the Northwest Power Planning Council and serves on its Power Committee. He is also assisting Oregon Governor Kitzhaber with his initiative to achieve more regional authority over fish and wildlife restoration planning and related hydropower issues.
William B. Eastlake is Electric Policy Advisor to the Commissioners of the Idaho Public Utilities Commission. Previously he worked on electricity policy issues at the Northwest Power Planning Council and Washington State Energy office.
William A. Gaines is Vice President, Energy Supply, Puget Sound Energy, Inc., the largest combination gas/electric utility in the Pacific Northwest. He is responsible for overall management of the Companys bulk power and natural gas supply, transportation and storage resources and contracts.
Margaret Gardner is Executive Director of the Northwest Energy Efficiency Alliance, a non-profit organization formed to bring affordable energy-efficient products and services to the market place, Previously she was a senior conservation analyst with the Northwest Power Planning Council.
Richard J. Gathercole is the Executive Director of the B.C. Public Interest Advocacy Centre in Vancouver. Previously he was Chair and Executive Officer of the B.C. Energy Council, a provincial government agency established to develop energy strategies with public involvement.
Slade Gorton, Keynote Address, joined Preston Gates & Ellis, LLP, as of counsel after serving 18 years representing Washington State in the U.S. Senate, where his powerful committee posts included Energy and Natural Resources.
Robert G. Hayes is a partner at Ball Janik LLP and practices in the areas of fisheries, natural resources, energy and international trade. Previously with NOAA and NMFS, he has been active in legislation to amend the ESA, the Marine Mammal Protection Act, the Magnuson Act and the Clean Water Act.
Judith Johansen, Kick-Off Address, is Executive Vice President, Regulation and External Affairs, at PacifiCorp. She is former Administrator and Chief Executive Officer of BPA.
D. Robert Lohn is Director, Fish and Wildlife Division, Northwest Power Planning Council, where he is involved in establishing and implementing the fish and wildlife program. Previously he served as fish and wildlife director at BPA, and as General Counsel at the Northwest Council.
Mason D. Morisset has been a natural resources litigator for over 35 years, including the successful US Supreme Court Boldt decision on treaty fishing rights and Arizona v. California on tribal water rights. His firm, Morisset Schlosser Ayer Jozwrak, represents Native American organizations throughout the U.S.
Paul E. Norman is Senior Vice President at BPA and heads its Power Business Line. He is responsible for the generation, marketing and sale of power. His prior position was Vice President for Power Sales and Account Services.
Darryll Olsen is Principal-in-Charge of The Pacific Northwest Project, a regional planning-resource economics consulting firm which specializes in water, energy, and natural resource management and development issues. Dr. Olsen has 17 years experience in energy and water resource projects for federal, state and local agencies and private sector clients.
Eric Redman is a shareholder, Heller Ehrman White & McAuliffe, and has served as lead lawyer for the Northwest aluminum industry, for all types of electric utilities, and for other end-users and independent power producers.
Jerry D. Rust is President and Director, Northwest Power Pool, which serves as a forum in the electrical industry for reliability and operational adequacy issues in the Northwest. Previously Mr. Rust consulted on power issues and served as Managing Director of PacifiCorps revenue organization and transmission systems group.
Michael Schiewe is Director, Fish and Ecology Division, National Marine Fisheries Services North-west Fisheries Science Center. His research group has played a major role in defining problems and developing solutions for fish passage at dams in the Columbia River basin.
Tim Stearns is Director, National Wildlife Federations Northwestern Natural Resource Center and has worked on northwest natural resource planning for 20 years. Previously he was Executive Director and Policy Director, Save Our Wild Salmon.
Rob Walton is Assistant Manager of the Public Power Council, which represents consumer-owned electrical utilities in the Pacific Northwest on issues relating to the BPA. Since 1991 he has led the Councils work on Columbia River fish and wildlife issues.
David P. Warren is the Director of the Energy Policy Office at the Washington State Office of Trade and Economic Development. He is responsible for advising the Governor and Legislature on a broad variety of energy issues including electricity, natural gas, and petroleum. He was formerly the Executive Director of the New Mexico Public Utility Commission
Al Wright is a consultant serving a broad range of clients including electric utilities, major industries, trade associations and federal agencies on energy and environmen-tal issues; balancing water issues; strategic planning and dispute resolution. He is past Executive Director of PNUCC (Pacific Northwest Utilities Conference Committee).
Gary Zarker is Superintendent of Seattle City Light, where he is responsible for managing over 1,700 employees, administering a $600 million annual budget and serving approximately 345,000 customers.
