Short-Term Problems and Solutions |
||
| The dynamics of power problems triggered by the California situation have been accelerated by a near-record drought and lagging capacity investments in the Pacific Northwest and Western Canada. The time lines for supply and demand side action are very short. Among the constraints on near-term remedies are commitments in streams and rivers to salmon recovery. The following panels deal with power dynamics as a separate issue, and in connection with water issues and fish recovery. |
||
| 9:45 | Dealing with the Power Crisis A.S.A.P. This panel focuses on demand-side solutions in programs and markets; distributed generation; high tech and general load growth; and the status of the regions resources. |

| 1:00 | State Water Law, the Clean Water Act, and ESA: What are the Optimal Short Term Outcomes? The public interest and perhaps even health and safety require reliable power delivery. Are current decision processes under state water law, the Clean Water Act (including TMDL) and the Endangered Species Act, adequate to balance the publics competing interest in keeping the lights on and protecting precious natural resources? |

| 4:00 | Water for Fish: What are the Optimal Long Term Outcomes? Hydropower licensing and water for fish; what does science say about salmon survival and river flows? And what policies follow from science and flows? The panel also discusses whether salmon spawning needs and the federal Clean Water Act are in conflict |
