Short-Term Problems and Solutions
The dynamics of power problems triggered by the California situation have been accelerated by a near-record drought and lagging capacity investments in the Pacific Northwest and Western Canada. The time lines for supply and demand side action are very short. Among the constraints on near-term remedies are commitments in streams and rivers to salmon recovery. The following panels deal with power dynamics as a separate issue, and in connection with water issues and fish recovery.
