Charles W. Lean, Program Co-Chair, is Of Counsel, Perkins Coie, LLP, where he specializes in environmental law. Previously Mr.Lean was with the Washington Attorney General ’s Office where he represented the Department of Ecology.

Joe Mentor, Jr., Program Co-Chair, is a Principal with the Seattle law firm of Lasher Holzapfel Sperry & Ebberson. He served during the 1980s as legislative counsel for natural resources to U.S. Senator Daniel J.Evans and as Minority Staff Director and Chief Counsel for the U.S.Senate Select Committee on Indian Affairs.He currently advises clients on water resources, land use and other natural resources development issues.

Robert A. Turner, Keynote Address, is the Washington Area Director of the National Marine Fisheries Service. His responsibilities include the coordination of NMFS activities in Washington and within the surrounding region including those related to the Endangered Species Act, habitat conservation planning,and other resource management negotiations. Prior to joining NMFS he served as Director of the Washington Department of Fish and Wildlife.

Robert Anderson is Counselor to the Secretary of the Interior and is the Secretary's representative on issues involving the Interior Department in the Northwest. He is the Chairman of Indian water right settlement teams for several cases.

Robert F. Barwin is Section Manager, Water Resources Program, Department of Ecology's Central Regional Office in Yakima. He has more than 20 years experience in the Water Resources and Water Quality program in Washington and is a Registered Professional Engineer.

Tim Ceis is Director, King County Executive Endangered Species Act Policy Coordination Office. He is leading King County 's response to the recent ESA listing of Puget Sound Chinook Salmon as a threatened species.

Gary Chandler is the Washington State Representative from the 13 th legislative district. He is serving his fifth term and is on the Department of Health, Water Supply Advisory Committee and the Puget Sound Action Team.

Bill Clarke is Assistant Director of Legal and Environmental Affairs at the Washington Association of REALTORS.

Kathleen Collins is a legislative consultant in Olympia representing a variety of business clients. One of her clients is the Washington Water Policy Alliance, which includes agriculture, business and municipal users. The Alliance's main focus is water resource issues, but includes salmon recovery issues as they relate to water.

Jim Esget is the United States Department of the Interior —Bureau of Reclamation's Yakima River Basin Enhancement Program Manager. The Enhancement Program is directed at improving stream flows and habitat for fishery restoration purposes while upgrading irrigation district facilities.

Adam Gravley is a partner at Preston Gates & Ellis, LLP where he practices water law, local government and public utility law. Recent projects include representation of the Washington Water Utility Council and the City of Yakima Acquavella adjudication

John C. Kirner is Deputy Water Superintendent of the Tacoma Department of Public Utilities. He is a member if the American Water Works Association and currently is serving on the National Water Utility Council,an industry group concerned with regulatory and legislative affairs affecting water utilities.

Sarah E. Mack is chair of the Land Use practice group in the Seattle office of Stoel Rives,LLP .Her practice focuses on land use and environmental law,including water rights and water supply,land use permitting and appeals,and growth management.She represents the applicant in R.D.Merrill Co. v. Pollution Control Hearing Board.

Charles (Chuck) Maduell focuses is practice at Perkins Coie, LLP on land use, environmental and natural resource law and has worked with private and public sector clients on a wide variety of development-related issues. Previously he served as Chief of the Land Use and Environmental Law Section of the King County Prosecutor 's Office.

Patricia A. McCleary was hired as Executive Director of the Washington Water Trust to set up the Washington Water Trust and developed the water rights acquisition program. Previously she was Project Manager for the Trust for Public Land.

David Monthie is Policy Section Manager for the Division of Drinking Water at the Washington State Department of Health. He is responsible for legislative and interagency activities related to drinking water, including federal regulatory issues.

Richard B. Price currently represents the Oroville-Tonasket Irrigation District,the Okanogan Irrigation District and the Methow Valley Irrigation District. In private practice in Omak,WA, his practice areas include General Civil and Trial Practice, Consumer Class Actions, Personal Injury, Water Rights, Business, Commercial, Real Estate and Probate Law.

Alan M. Reichman is an Assistant Attorney General for the Ecology Division of the Washington State Attorney General's Office. He counsels the Department in cases before the Pollution Control Hearings Board and state courts and currently serves as lead attorney for the Department in Ecology v. Acquavella.

Tom Ring is a hydrogeologist for the Yakama Indian Nation Water Program .Prior to that he worked in the Water Resource Program of the Washington State Department of Ecology and has taught geology and hydrogeology at Central Washington University.

Ken Slattery is Supervisor of the Water Resources Policy section of the Washington Department of Ecology where he has worked on water rights, instream flows, water conservation, salmon recovery, and watershed planning. He is a co-author of federal legislation authorizing the Yakima Basin Water Enhancement Project.

Bill Smith is a Commissioner with the Thurston County Water Conservancy Board .Previously he was with the Washington State Department of Ecology in Water Rights Law where he was statewide Adjudication Referee including the Yakima River Adjudication.

Janet A. Thompson joined the Washington State Department of Ecology in September of 1990. She is the Senior Environmental Planner for the NW regional office. She is responsible for special projects as a special assistant to the Regional Director, represents the Department of Ecology for the Tri-County Salmon Recovery Effort and is the Watershed lead for the Green-Duwamish watershed.
