Over the past year, ESA wild cards have been dealt and will soon be played. The courts, the PCHB and the legislature continue their efforts to adapt a dissonant body of water rights laws to changing conditions. Tribal claims are increasingly significant. Concerns over flow levels and other water quality parameters continue to converge. This conference will examine the legal kaleidoscope of water issues from the perspective of many disciplines and stakeholders.
