Faculty Bios

Arthur A. Butler, Program Co-Chair, shareholder at Ater Wynne LLP, focuses on telecommunications issues, emphasizing regulatory, transactional and business advice, including administrative and judicial litigation, telecommunications contract negotiation and dispute resolution, and strategic planning on policy and business issues.

Brooks E. Harlow, Program Co-Chair, partner at Miller Nash LLP, focuses on telecommunications, electric energy and other utility matters including antitrust, breach of warranty, contracts, finance and secured transactions, franchise issues, intercarrier disputes and general business advice to start-up companies in the telecommunications and electric energy industries.

The Hon. Kathleen Q. Abernathy, partner at Wilkinson Barker Knauer, LLP, focuses on policy and regulatory issues to the telecommunications and media fields. Previously she was Commissioner at the Federal Communications Commission.

Barry J. Blonien, attorney at Latham & Watkins LLP, specializes in appellate matters, and in particular petitions for review of agency decisionmaking.

Douglas G. Bonner, partner in Sonnenschein Nath & Rosenthal LLP's Internet, Communications & Data Protection Group, focuses on regulatory issues relating to all communications services and the Internet. He represents carrier clients and entrants deploying new technologies before regulators.

Scott Forbes, Ph.D., Vice President of Technology Ventures at General Electric, focuses on technology investments and IP licensing, particularly in telecommunications, consumer electronics, and biotechnology, and is an inventor on more than thirty patents.

Thomas S. Huseby, founder and Managing Partner of SeaPoint Ventures, is also Chairman of the Board of Hubspan, Mojix, Ontela, SNAPin Software and ZenZui, Inc. Previously he co-founded and was CEO of Metawave Communications Corporation.

Gregory J. Kopta, partner at Davis Wright Tremaine LLP, negotiates telecommunications service and related agreements on behalf of large business customers, and represents telecommunications clients before state public utility commissions, the FCC, and state and federal courts. He is listed in "The Best Lawyers in America" in Communications Law.

David A. LaFuria, partner with Lukas Nace Gutierrez & Sachs Chartered, advises public and private companies involved in cellular, PCS, LMDS, the Internet and new technologies. He was special FCC counsel in conjunction with purchase and sale of wireless communications systems and financing of wireless companies.

Andrew D. Lipman, partner and Head of Bingham McCutcheon LLP's Telecommunications, Media and Technology Group, focuses on communications law, including regulatory, transactional, litigation, legislative and land use. He is co-founder and first chairman of the Association of Local Telecommunication Services.

Ellen S. Martin is Vice President of State External Affairs at EMBARQ, the largest independent local exchange carrier in the U.S. She directs regulatory, legislative, governmental and public affairs initiatives in EMBARQ's 18 states.

Nicholas P. Miller, partner at Miller & Van Eaton, PLLC, represents the interests of local governments in the law and policy governing cable television and telephone regulation, and in legislative aspects of communications law. Previously he was U.S. Senate Communications Counsel and special consultant to the White House on telephone deregulation issues.

Kevin Minsky, Senior Attorney of Corporate and Regulatory Affairs at Microsoft Corporation, is lead telecom counsel advising on telecommunications and accessibility compliance issues for its voice, VoIP, video, and Internet-based services, hardware and software. He also works with Microsoft's Government Affairs teams on telecommunications legislation and regulatory proceedings.

Brad E. Mutschelknaus, senior partner and Executive Committee Member of Kelley Drye & Warren LLP, is a founding partner of its Telecommunications Practice Group. He represents competitive carrier clients in regulatory proceedings before the FCC and state PUCs, interconnection negotiations, and related litigation and commercial matters.

Michael H. Pryor, member at Mintz, Levin, Cohn, Ferris, Glovsky and Popeo P.C., focuses on communications law, policy and regulation. Previously he was Deputy Chief of the Policy and Program Planning Division in the Common Carrier Bureau of the FCC.

David L. Rice, partner and member of Miller Nash LLP's Regulatory and Government Affairs Practice Group, focuses on communications and energy transactions, licensing and general corporate matters. He also participates in proceedings before the FCC and state regulatory commissions.

Dan Shapiro, co-founder and Chief Executive Officer at Ontela, Inc., previously managed development of the RealArcade service at RealNetworks and software development for the Identity Cellular Phone at Wildseed.

Suzanne K.Toller, partner at Davis Wright Tremaine LLP and Chair of its Communications Practice Group, focuses on regulatory and legal issues in telecommunications. Previously she was Vice President of External Affairs for AT&T Wireless and a legal advisor to FCC Commissioner Chong.

Bryan N. Tramont, partner with Wilkinson Barker Knauer, LLP, previously was Chief of Staff of the FCC, under former Chairman Michael Powell, where he directed the agency's staff in implementing FCC policies overseeing the communications industry; including wireline, broadcast, wireless and satellite.

William B. Wilhelm Jr., partner with Bingham McCutchen LLP, advises technology companies on policy, state and federal regulation and commercial transactions and disputes related to the development and deployment of new communications applications.
