Why Order

This is a big year for new legislation including the smart grid and funding in the stimulus bill. Alaska has its first wind project, and there are new developments in getting Alaska's natural resources to market including natural gas, LNG and natural gas storage. The U.S. House of Representatives recently passed H.R. 2454, the American Clean Energy and Security Act of 2009, a sweeping cap and trade system to deal with carbon dioxide and other greenhouse gas emissions. It will undoubtedly be amended in the U.S. Senate, but it's broad coverage through an upstream compliance mandate on petroleum and most fluorinated gas producers and importers, a downstream mandate on electric generators and industrial sources, and a midstream mandate on natural gas local distribution companies (LDCs) will likely remain.

Most observers believe that the legislation will lead to much greater dependence on natural gas. Last year saw very high natural gas prices and 2009 has seen a dramatic drop. In the face of this volatility, will the producers, a state agency, or Canadian or domestic pipelines finally be able to build the Alaska portion of the Alaska Natural Gas Transportation System or some variation of that system envisioned by the United States and Canada? Will carbon regulation or trading impact the value of Alaskan natural gas or impact the cost of purchasing energy in Alaska? This conference will address these and other questions facing Alaska, and by extension, the portions of the U.S. that might look to Alaska to meet the growing and changing domestic demand for energy.

Michael C. Dotten, head of Marten Law Group's Portland, OR office, focuses on energy, environmental and administrative law fields, representing utilities, energy project developers, industrial energy consumers and governmental agencies. He serves as arbitrator and mediator in complex regulatory and commercial disputes.

David Marquez, Program Co-Chair, Senior Vice President and COO of NANA Development Corporation, was Alaska's Attorney General under Governor Frank Murkowski. Previously, he was Chief Counsel for Phillips Alaska and ARCO Alaska, General Counsel for Alyeska Pipeline Service Company, trustee for the Alaska Permanent Fund Corporation and state trustee of the Exxon Valdez Oil Spill Fund.

Joseph Balash, Special Assistant to the Governor, State of Alaska, for energy and natural resource development issues, coordinates policy between the Governor's office and Departments of Natural Resources, Environmental Conservation and Alaska Energy Authority. He is a member of the Governor's Gasline Team.

Steven C. Borell, P.E., Executive Director of Alaska Miners Association (AMA), an industry support organization with more than 1000 members, is experienced in exploration and mining for coal and metals in the United States, Canada and South America.

Kate Lamal is Vice President of Power Supply at Golden Valley Electric Association, which includes Golden Valley's SCADA system (the dispatch center) and their generating facilities in Fairbanks, North Pole and Healy. Mark D. Myers, Ph.D., Coordinator, Alaska Gasline Inducement Act, is responsible for leading efforts to expedite state review and permitting for the proposed natural gas pipeline to transport natural gas from Alaska to the contiguous U.S.

Joseph M. Oglander is General Counsel to the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects, an independent agency within the executive branch that promotes U.S. energy security by expediting delivery of natural gas from Alaska to North American markets.

The Hon. Robert M. Pickett is Chairman of the Regulatory Commission of Alaska which regulates utilities and pipeline carriers in Alaska. He is responsible for the Commission's administrative functions and as policy spokesperson, assigns dockets, coordinates public meeting activities and regular commissioner docket work.
