Faculty Bios

J. Laurence Cable, Program Co-Chair, partner at Cable Huston Benedict Haagensen & Lloyd LLP, focuses on public utility, finance, energy and environmental law, specializing in public finance law and contracting. He counsels on formation of consumer-owned utilities, power sales, purchase agreements and document preparation for electric project financing, construction, operations and marketing of power.

The Hon. Slade Gorton, Program Co-Chair, joined K&L Gates LLP after 18 years in the U.S. Senate, where he was appointed to many committee posts including Energy and Natural Resources. He is Co-Chair of the Transportation Project with the Bipartisan Policy Center and was on the National War Powers Commission and Chairman of Interior Appropriations Subcommittee and Commerce Subcommittees on Consumer Affairs and Aviation.

The Hon. Philip D. Moeller, Special Address, Commissioner of the Federal Energy Regulatory Commission, was an energy policy advisor to U.S. Senator Gorton where he worked on electricity policy, electric system reliability, hydropower, energy efficiency, nuclear waste, energy and water appropriations.

Randall W. Hardy, Moderator, Principal and Founder of Hardy Energy Consulting, was Administrator of Bonneville Power Administration and Superintendent of Seattle City Light. He gives strategic advice to utilities, customers and others affected by electric restructuring.

Pamela J. Anderson, member with Van Ness Feldman, represents utilities, pipelines and project developers, and, as a certified public accountant, combines her legal and financial expertise to assist clients with energy transactions.

Nancy Baker, Senior Policy Analyst at the Public Power Council in Oregon, focuses on regional and national transmission issues, including power industry restructuring, integration of renewables and transmission and ancillary services rates and policy.

Eric Campbell, Director of Risk Management at Seattle City Light, was Assistant Risk Controller at the Los Angeles Department of Water and Power, and Chairman of Southern California Public Power Association's Risk Management Committee.

Stuart H. Clarke, Jr. is Senior Account Executive at Bonneville Power Administration.

Robert W. Cromwell, Jr., Strategic Advisor at Seattle City Light's Power Management Division, represents Seattle City Light in regional and national electric transmission matters in a policy capacity.

Tom DeBoer is Director of Federal and State Regulatory Affairs at Puget Sound Energy.

Leslie Ferron-Jones, Director, Marketing and Analysis of TransCanada's U.S. Pipelines West, is responsible for customer relationships and revenue generation for TransCanada's Gas Transmission Northwest, Tuscarora Gas Transmission and North Baja Pipeline systems.

David Fife is Senior Vice President of the Energy Finance Group at Seattle-Northwest Securities Corporation.

Edward A. Finklea, Executive Director of Energy Action Northwest, focuses on energy law including natural gas and electricity regulation and litigation, and advocates for regional natural gas and electric infrastructure developments.

Todd G. Glass, member at Wilson Sonsini Goodrich & Rosati, focuses on energy law and represents electric utilities. Previously he was Chair of Heller Ehrman's Energy Practice Group and Co-Chair of the Energy and Clean Technology Practice.

Michael Grainey is Director of the Oregon Department of Energy, which reviews proposed power plants and other energy facilities, develops renewable energy and implements other state energy policies.

Burton Hamner, Founder and CEO of Hydrovolts, Inc. and Grays Harbor Ocean Energy Company LLC, directed the Tacoma Narrows Tidal Power Feasibility Study. He has been a clean technology consultant to the U.S. Agency for International Development, United Nations, Asian Development Bank, government of Thailand and City of Seattle.

The Hon. Philip Jones, Commissioner on the Washington Utilities & Transportation Commission, is a member of the International Relations and Telecommunications Committee of NARUC. On the Telecommunications Committee, he has served on the Task Forces of Intercarrier Compensation and ETC Designations, and currently is Chair of Federal Legislation. Also he is Vice Chair of the Washington Action Committee.

Raymond S. Kindley, partner at Cable Huston Benedict Haagensen & Lloyd LLP, focuses on energy and natural resources law. He is General Counsel for Wasco Electric Cooperative, Northwest Public Power Association and Central Washington Power Agency.

Bill Livesay, Ph.D., Senior Vice President of Science and Technology at AltaRock Energy, Inc., is experienced in drilling engineering for oil, gas and geothermal resources, including design of equipment and technology of drilling. He has consulted as drilling engineer, builder and researcher of equipment, development of instrumentation and technical operations development. Recent work includes Roadmapping for DOE Geothermal Program and Risk Analysis of DOE Geothermal Program results.

Paul Lorenzini, Ph.D. is Chief Executive Officer of NuScale Power Inc., a company that is commercializing a small nuclear power plant developed at Oregon State University.

Joseph M. Rossignoli, Transmission Regulatory Policy Director at National Grid, plays a key role in developing the company's position on national transmission policy initiatives. Previously he was Principal Analyst for the Transmission Regulatory Affairs.

David W. Sosa, Ph.D., Vice President at Analysis Group, Inc., focuses on application of economic, financial and statistical principles to the energy firms, market and industry including electric and gas utilities and biofuels. He also provides economic analyses in regulatory proceedings and damages and valuation. Previously he consulted to the California Energy Commission.

Charles W. Whitney, partner at Duane Morris LLP and Head of the Nuclear Energy Practice Group, focuses on nuclear energy, regulatory, construction and labor law. He was chief counsel to, and construction manager of, a nuclear generating plant project.
